The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That, the committee undertake a study of Bill C-11, the Military Justice System Modernization Act, provided that:
a) the following witnesses be invited to appear on separate panels for one hour each:
i. David McGuinty, Minister of National Defence;
ii. Sean Fraser, Minister of Justice and Attorney General; and,
iii. General Jennie Carignan, Chief of Defence Staff;
b) in addition to the aforementioned witnesses, no more than 6 meetings be dedicated to receiving testimony from departmental officials, provincial Justice Ministers and police forces, sexual misconduct victims and groups representing them, military justice experts, and other witnesses to be submitted by members of the committee; and
c) the chair may only schedule a meeting for the purposes of clause-by-clause after the witnesses appear at committee.

At 9:20 a.m., the meeting was suspended.

At 9:22 a.m., the meeting resumed in public.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, September 23, 2025, the committee resumed a briefing by the Secretary of State (Defence Procurement) on his mandate and NATO defence spending.

The Secretary of State (Defence Procurement) made a statement and, with Arianne Reza and Paula Folkes, answered questions.

At 10:25 a.m., the committee adjourned to the call of the Chair.
