Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, September 16, 2025, the committee resumed its study of North American Aerospace Defense Command (NORAD) Modernization.

Dr. James Fergusson, Christopher Coates, Dr. Gaëlle Rivard-Piché, Dr. P. Whitney Lackenbauer and Dr. Tom Karako made statements and answered questions.

Notice of Motion

James Bezan gave notice of the following motion:

That the committee undertake a study regarding the Prime Minister’s recent appointment of Doug Guzman as Chief Executive Officer of the new Defence Investment Agency at an annual salary of $679,100, and for the purposes of this study, hold one meeting dedicated to the study; invite Doug Guzman, CEO of the Defence Investment Agency; invite Bill Matthews, Secretary of the Treasury Board; invite the Director of Appointments, Office of the Prime Minister; and that the committee report its findings and recommendations to the House.

Questioning of the witnesses resumed.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the proposed budget in the amount of $500.00, for the briefings by the National Defence and Canadian Armed Forces Ombudsman and the Sexual Misconduct Support and Resource Centre, be adopted.

It was agreed, — That the proposed budget in the amount of $23,200.00, for the study of the North American Aerospace Defense Command (NORAD) Modernization, be adopted.

At 10:19 a.m., the committee adjourned to the call of the Chair.
