Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, September 16, 2025, the committee commenced its study of the nexus between national defence, national security and Canada’s critical minerals sector.

Michael Byers, Christopher Hernandez-Roy and Elizabeth Steyn made statements and answered questions.

At 12:51 p.m., the meeting was suspended.

At 12:58 p.m., the meeting resumed in camera.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the proposed budget in the amount of $500, for the study of the appointment of the Chief Executive Officer of the Defence Investment Agency, be adopted.

It was agreed, — That the proposed budget in the amount of $31,900, for the study of the Inflection Point 2025 and the modernization of the Canadian Army, be adopted.

It was agreed, — That, in relation to the study of the North American Aerospace Defense Command (NORAD) modernization, the proposed budget in the amount of $82,055.79, for the committee's travel to Winnipeg, MB, Denver, Colorado, United States of America and Colorado Springs, Colorado, United States of America in the spring 2026, be adopted.

It was agreed, — That, in relation to the study of North American Aerospace Defense Command (NORAD) Modernization, the proposed budget in the amount of $114,096.38, for the committee’s travel to Yelloknife, NT, Inuvik, NT and Tuktoyaktuk, NT, in the summer 2026, be adopted.

At 1:08 p.m., the committee adjourned to the call of the Chair.
