Pursuant to Standing Order 108(2), the committee proceeded to a briefing by the Ambassador of Ukraine to Canada.

Andrii Plakhotniuk made a statement and answered questions.

At 4:36 p.m., the meeting was suspended.

At 4:42 p.m., the meeting resumed in camera.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the proposed budget in the amount of $1,000, for the briefing on the Parliamentary Budget Officer’s report, entitled ‘’Planned Capital Spending under Canada’s Defence Policy: 2025 Update’’ be adopted.

It was agreed, — That the proposed budget in the amount of $500, for the study of the Supplementary Estimates (B), 2025-26, be adopted.

It was agreed, — That the proposed budget in the amount of $500, for the study of the 2025 federal budget’s measures related to Canada’s defence spending and NATO’s defence spending commitment, be adopted.

It was agreed, — That the committee invite the Auditor General to appear for no less than two hours to discuss her reports tabled on October 21, 2025, including Recruiting for Canada’s Military, Housing Canadian Armed Forces Members and Cyber Security of Government Networks and Systems; that the committee invite the Minister of National Defence and relevant officials to appear in a separate two-hour meeting to address the government responses to the above Auditor General reports.

At 5:12 p.m., the meeting was suspended.

At 5:15 p.m., the meeting resumed.

At 5:17 p.m., pursuant to Standing Order 115(5), it was agreed that the committee continue to sit.

It was agreed, — That the committee undertake a study regarding the Prime Minister’s recent appointment of Doug Guzman as Chief Executive Officer of the new Defence Investment Agency at an annual salary of $679,100, and for the purposes of this study, hold one meeting dedicated to the study; invite Doug Guzman, CEO of the Defence Investment Agency; and invite Bill Matthews, Secretary of the Treasury Board; and that the committee report its findings and recommendations to the House.

At 5:29 p.m., the committee adjourned to the call of the Chair.
