Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, September 23, 2025, the committee resumed its study of the bail system, sentencing and the handling of repeat violent offenders in Canada.

Kelly Sundberg, Terry Teegee, Scott Gillingham and Matt Gemmel made statements and answered questions.

At 4:55 p.m., the meeting was suspended.

At 5:01 p.m., the meeting resumed.

Ari Goldkind, Penny McVicar, Chloé Leclerc and Kat Owens made statements and answered questions.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the proposed budget in the amount of $59, 200, for the study of Bill C-9, An Act to amend the Criminal Code (hate propaganda, hate crime and access to religious or cultural places), be adopted.

At 6:29 p.m., the committee adjourned to the call of the Chair.
