Minutes of Proceedings
Larry Brock moved, — That the committee continue its study entitled “Bail System, Sentencing and the Handling of Repeat Violent Offenders in Canada” concurrently with a review of Bill C-9, An Act to amend the Criminal Code (hate propaganda, hate crime and access to religious or cultural places), provided that one meeting on each study be held weekly, and regarding its consideration of Bill C-9, the committee: a) dedicate at least 10 meetings to receive witness testimony, b) invite the Hon. Sean Fraser, Minister of Justice and Attorney General of Canada for no less than one hour, and, c) invite departmental officials, and other witnesses deemed relevant for the purposes of this study.
Debate arose thereon.
It was agreed, — That debate on the motion be postponed to the end of the meeting for a period of 10 minutes.
Nicole Myers, Michael Spratt and Boris Bytensky made statements and answered questions.
Larry Brock moved, — That the committee resume debate on the motion.
The question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

Patricia Lattanzio moved, — That the debate be now adjourned.
The question was put on the motion and it was negatived, by a show of hands: YEAS: 4; NAYS: 5.
The debate on the motion of Larry Brock continued.
At 5:10 p.m., the meeting was suspended.
At 5:35 p.m., the meeting resumed.
By unanimous consent, it was agreed, — That the proposed budget in the amount of $69,400, for the study of the bail system, sentencing and the handling of repeat violent offenders in Canada, be adopted.
The committee resumed debate on the motion from Larry Brock.
Patricia Lattanzio moved, — That the motion be amended by replacing all the words after “provided that” with the following: "for the purposes of the meeting of October 9, the committee invite the Minister of Justice and Attoney General of Canada to appear for the first hour and the second hour be with the Officials from the department and that; starting on the week of October 21, four meetings of both studies, provided that those 4 meetings be three hours each and that; the study on Bail, Sentencing and Handling of Repeat Violent Offenders may resume its remaining meeting for two hours".
The question was put on the amendment of Patricia Lattanzio and it was agreed to, by a show of hands: YEAS: 9; NAYS: 0.

The motion, as amended, read as follows:
