Pursuant to the order of reference of Wednesday, February 4, 2026, the committee commenced consideration of Bill C-223, An Act to amend the Divorce Act.

On motion of Patricia Lattanzio, it was agreed, —

That, pursuant to Standing Order 97.1, the committee request an extension of thirty (30) sitting days to consider Bill C-223, An Act to amend the Divorce Act, referred to the committee on Wednesday, February 4, 2026;

That the committee requires additional time to hear from witnesses and complete its study of the bill; And

That the Chair report this request for an extension to the House.

Pursuant to the order of reference of Tuesday, March 24, 2026, the committee resumed consideration of Bill C-235, An Act to amend the Criminal Code (increasing parole ineligibility).

Jo-Anne Landolt, Benjamin Roebuck, Dale Weidman and Simon Authier made statements and answered questions.

At 5:32 p.m., the meeting was suspended.

At 5:40 p.m., the meeting resumed.

The committee commenced its clause-by-clause study of the Bill.

Pursuant to Standing Order 75(1), consideration of Clause 1 (short title) was postponed.

The Chair called Clause 2.

On Clause 4,

By unanimous consent, the committee considered the amendment of Patricia Lattanzio which read as follows: That Bill C-235, in Clause 4, be amended by replacing lines 9 and 10 on page 2 with the following:

“ter section 745.3:

745.31 (1) At the time of the sentencing under section 745”

The question was put on the amendment of Patricia Lattanzio and it was agreed to.

On new Clause 1.1,

Patricia Lattanzio moved, — That Bill C-235 be amended by adding before line 6 on page 1 the following:

“1.1 Section 675 of the Criminal Code is amended by adding the following after subsection (1.1):

(1.2) A person against whom an order under section 745.31 has been made may appeal to the court of appeal against the order.”

The question was put on the amendment of Patricia Lattanzio and it was agreed to.

On new Clause 1.2,

Patricia Lattanzio moved, — That Bill C-235 be amended by adding before line 6 on page 1 the following:

“1.2 Section 676 of the Criminal Code is amended by adding the following after subsection (3):

(3.1)  The Attorney General or counsel instructed by the Attorney General for the purpose may appeal to the court of appeal against the number of years of imprisonment without eligibility for parole, being less than 40, that has been imposed under an order made under section 745.31 or against the decision of the court not to make an order under that section.”

The question was put on the amendment of Patricia Lattanzio and it was agreed to.

On Clause 2,

Patricia Lattanzio moved, — That Bill C-235, in Clause 2, be amended by replacing line 16 on page 1 with the following:

“tion 745.31 has expired;”

The question was put on the amendment of Patricia Lattanzio and it was agreed to.

Clause 2, as amended, carried.

Clause 3 carried.

On Clause 4,

Patricia Lattanzio moved, — That Bill C-235, in Clause 4, be amended by adding after line 20 on page 2 the following:

“(2) The judge shall give, either orally or in writing, reasons for the decision to make or not to make an order under subsection (1).”

The question was put on the amendment of Patricia Lattanzio and it was agreed to.

Clause 4, as amended, carried.

On new Clause 5,

Patricia Lattanzio moved, — That Bill C-235 be amended by adding after line 20 on page 2 the following:

“5 Section 746 of the Act is amended by replacing “745.1” with “745.1, 745.31”.”

The question was put on the amendment of Patricia Lattanzio and it was agreed to.

On new Clause 5,

Patricia Lattanzio moved, — That Bill C-235 be amended by adding after line 20 on page 2 the following:

“5 Section 746 of the Act is amended by replacing “745.1” with “745.1, 745.31”.”

The question was put on the amendment of Patricia Lattanzio and it was agreed to.

On new Clause 6,

Patricia Lattanzio moved, — That Bill C-235 be amended by adding after line 20 on page 2 the following:

“Coordinating Amendments

6 (1) Subsections (2) and (3) apply if Bill C-16, introduced in the 1st session of the 45th Parliament and entitled the Protecting Victims Act (in this section referred to as the “other Act”), receives royal assent.

(2) If section 5 of this Act comes into force before section 75 of the other Act, then that section 75 is amended by replacing “745.1” with “745.1, 745.31”.

(3) If section 5 of this Act comes into force on the same day as section 75 of the other Act, then that section 75 is deemed to have come into force before that section 5.”

The question was put on the amendment of Patricia Lattanzio and it was agreed to.

Clause 1, Short Title, carried.

The Title carried.

Tthe Bill, as amended, was adopted.

ORDERED, — That the Chair report the Bill, as amended, to the House.

ORDERED, — That Bill C-235, as amended, be reprinted for the use of the House of Commons at report stage.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the proposed budget in the amount of $5,500, for the study of Bill C-231, An Act to amend the Youth Criminal Justice Act, be adopted.

It was agreed, — That the proposed budget in the amount of $4,000, for the study of Bill C-235, An Act to amend the Criminal Code (increasing parole ineligibility), be adopted.

At 5:46 p.m., the committee adjourned to the call of the Chair.
