Pursuant to Standing Order 108(2) and the motion adopted by the committee on Monday, February 9, 2026, the committee resumed its study of the federal government's electric vehicle (EV) policies.

Julian Karaguesian and Margaret McCuaig-Johnston made statements and answered questions.

At 12:01 p.m., the meeting was suspended.

At 12:12 p.m., the meeting resumed.

Benjamin Robert Taylor and Nicole Vlanich made statements and answered questions.

Motion

Michael Guglielmin moved, — That the committee unequivocally condemn forced labour practices in China.

Debate arose thereon.

At 12:33 p.m., the meeting was suspended.

At 12:39 p.m., the meeting resumed.

Amendment

Rhonda Kirkland moved, — That the motion be amended by adding after the words “forced labour practices in China” the following: “and that the committee condemn the comments made by the Member for Markham-Unionville”.

After debate, the question was put on the amendment of Rhonda Kirkland and it was negatived on the following recorded division:

YEAS: Kathy Borrelli, Ted Falk, Michael Guglielmin, Rhonda Kirkland — 4;

NAYS: Parm Bains, Karim Bardeesy, Michael Ma, Dominique O'Rourke, Gabriel Ste-Marie — 5.

The debate on the motion continued.

Amendment

Michael Guglielmin moved, — That the motion be amended by adding after the words “forced labour practices in China” the following: “and that the committee report to the House”.

At 1:08 p.m., the meeting was suspended.

At 1:24 p.m., the meeting resumed.

RULING BY THE CHAIR

The Chair ruled the amendment out of order as it originated with the mover of the main motion.

Amendment

Karim Bardeesy moved, — That the motion be amended by replacing the words “China” with the words “globally”.

Debate arose thereon.

A point of order was raised as to the procedural acceptability of the proposed motion.

RULING BY THE CHAIR

The Chair ruled that the amendment is within the scope of the motion.

Whereupon, Michael Guglielmin appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:

YEAS: Parm Bains, Karim Bardeesy, Michael Ma, Dominique O'Rourke, Gabriel Ste-Marie — 5;

NAYS: Kathy Borrelli, Ted Falk, Michael Guglielmin, Rhonda Kirkland — 4.

The committee resumed consideration of the amendment of Karim Bardeesy.

At 2:01 p.m., the committee adjourned to the call of the Chair.
