Pursuant to Standing Order 108(2) and the motion adopted by the committee on Wednesday, September 17, 2025, the committee resumed its study of Canada's underlying productivity gaps and capital outflow.

Natalie Knowles and Fred Meier made statements and answered questions.

The committee resumed consideration of the motion, as amended, of Raquel Dancho moved on Wednesday, November 26, 2025, which read as follows:

That the committee report to the House that it condemns the unjustified American tariffs on the Canadian Auto sector, and that of heavy vehicles. That it calls upon the government to live up to its promise made during the election to negotiate a win, for the workers whose livelihoods depend on a good deal for Canada.

and of the amendment of Talib Noormohamed moved on Wednesday, November 26, 2025, which read as follows:

That the motion be amended:

by deleting the words “report to the House that”

by adding after the words “the Canadian Auto sector,” the following: “steel and aluminum industries, and softwood lumber industries.”

by adding after the words “to negotiate a win,” the following: “and that his majesties loyal opposition live up to its commitment that “We need to work together” in order for the government to get a deal in the spirit of taking a Team Canada approach,”.

At 12:00 p.m., the meeting was suspended.

At 12:12 p.m., the meeting resumed.

A point of order was raised as to the procedural acceptability of the proposed amendment as by deleting the words ‘report to the House’ the amendment is contrary to the intent of the main motion.

RULING BY THE CHAIR

The Chair ruled the amendment admissible as it is in the Committees powers to decide to report to the House or not.

Whereupon, Raquel Dancho appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was overturned on the following recorded division:

YEAS: Sima Acan, Parm Bains, Karim Bardeesy, Dominique O'Rourke — 4;

NAYS: Kathy Borrelli, Raquel Dancho, Ted Falk, Michael Guglielmin, Gabriel Ste-Marie — 5.

The debate on the motion of Raquel Dancho as amended resumed.

At 12:16 p.m., the meeting was suspended.

At 12:19 p.m., the meeting resumed.

At 1:05 p.m., the meeting resumed.
