Pursuant to Standing Order 108(2) and the motion adopted by the committee on Wednesday, September 24, 2025, the committee commenced its study of Indigenous Policing and Public Safety.

It was agreed, — That the proposed budget in the amount of $58,050, for the study of Indigenous policing and public safety, be adopted.

Andrew Hayes made a statement and, with Jo Ann Schwartz, answered questions.

Motion

Jaime Battiste moved, — That, pursuant to Standing Order 108(2), the committee undertake a study on the impacts of Indian Act membership, Sections 6(1) and 6(2), also known as the Second Generation Cut-Off; that the study examine the impacts of the non-stated paternity policy, and the gradual decrease of Status Indians in some First Nations bands; that the study also examine possible solutions and amendments to the Indian Act, that would be consistent with Article 33 of the United Nations Declaration on the Rights of Indigenous Peoples, that affirms Indigenous people have the right to determine their own identity or membership, in accordance with their customs and traditions; that the study dedicate eight meetings, and that all meetings for this study be televised or webcast; that the committee report its findings and recommendations to the House; and that, pursuant to Standing Order 109, the committee request that the Government table a comprehensive response to the report.

Debate arose thereon.

At 5:23 p.m., the meeting was suspended.

At 5:25 p.m., the meeting resumed.

The debate continued.

At 5:44 p.m., the committee adjourned to the call of the Chair.
