The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That, pursuant to Standing Order 108(2), the committee undertake a study on the Temporary Foreign Worker Program to assess its impacts of the labour market and how well it meets needs, particularly in rural areas; that the committee invite any witnesses it may consider relevant, the Minister of Jobs and Families, the Minister of Immigration, Refugees and Citizenship, and government officials to study this matter; that the committee allocate six meetings to this study; that the committee report its findings and recommendations to the House; and that, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

It was agreed, — That, the proposed budget in the amount of $2,500, for the study of government mandates and key priorities, be adopted.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, September 16, 2025, the committee commenced its study of federal housing investments.

The committee commenced consideration of a draft report.

It was agreed, — That, the draft report be adopted.

It was agreed, — That, the report be entitled: "Federal Housing Investments".

It was agreed, — That, the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

ORDERED, — That, the Chair present the report to the House.

It was agreed, — That, dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, not later than 5:00 p.m. on Thursday, November 6, 2025.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That, the amount for the 2026 Centennial Flame Research Award be set at $5,000; that the deadline for submitting an application to the committee be set at Friday, May 1, 2026; and that a press release be published on the committee’s website.

It was agreed, — That, notwithstanding the motion adopted on Thursday, September 18, 2025, the committee prioritize the study of the impacts of the Temporary Foreign Worker Program on the labour market and the study of the definition of "work" and the use of section 107 in the Canada Labour Code simultaneously; and that the Chair program committee meetings to align with these priorities, provided that they do not supersede the appearances of Ministers and Secretaries of State.

It was agreed, — That, members of the committee send their prioritized list of witnesses for the study of the definition of "work" and the use of section 107 in the Canada Labour Code to the clerk of the committee by Friday, October 31, 2025. at 4:00 p.m.

It was agreed, — That, members of the committee send their prioritized list of witnesses for the study of the impacts of the Temporary Foreign Worker Program on the labour market to the clerk of the committee by Friday, November 14, 2025, at 4:00 p.m.

At 4:38 p.m., the meeting was suspended.

At 4:49 p.m., the meeting resumed.

It was agreed, — That, the committee do now adjourn.

At 5:00 p.m., the committee adjourned to the call of the Chair.
