Pursuant to the order of reference of Thursday, December 11, 2025, the committee commenced consideration of Bill C-234, An Act respecting the establishment and award of a Living Donor Recognition Medal.

The witnesses made statements and answered questions.

The committee commenced its clause-by-clause study of the Bill.

Pursuant to Standing Order 75(1), consideration of Clause 1 (short title) and of the Preamble was postponed.

The Chair called Clause 2.

On Clause 2,

Maggie Chi moved, — That Bill C-234, in Clause 2, be amended by replacing line 6 on page 2 with the following:

““organ” means any form of human tissue, including blood and bone marrow. (“organe”)”

After debate, the question was put on the amendment of Maggie Chi and it was agreed to on division.

Clause 2, as amended, carried.

Clause 3 carried.

Clause 4 carried.

Clause 5 carried.

On Clause 6,

Maggie Chi moved, — That Bill C-234, in Clause 6, be amended by

(a) replacing lines 14 to 18 on page 2 with the following:

“6 (1) The Governor General may award the Medal to a person who has donated one of their organs without profiting from the donation and is eligible for the Medal under the regulations.”

(b) deleting line 21 on page 2 to line 2 on page 3.

After debate, the question was put on the amendment of Maggie Chi and it was agreed to on division.

Clause 6, as amended, carried.

On Clause 7,

Maggie Chi moved, — That Bill C-234, in Clause 7, be amended by replacing lines 5 and 6 on page 3 with the following:

“ever possible, in a public ceremony and by a representative of the Crown, a territorial commissioner, a Senator, a member of the House of Commons or a representative of an entity prescribed by regulation or of an entity of a prescribed class of entities. A public servant designated by the Office of the Governor General’s Secretary determines whether the ceremony is public and the choice of presenter.”

The question was put on the amendment of Maggie Chi and it was agreed to.

Clause 7, as amended, carried.

On new Clause 7.1,

Maggie Chi moved, — That Bill C-234 be amended by adding after line 6 on page 3 the following:

“7.1 A recipient of the Medal is entitled to use the post-nominal letters “L.D.M.”.”

The question was put on the amendment of Maggie Chi and it was agreed to.

On Clause 8,

Maggie Chi moved, — That Bill C-234, in Clause 8, be amended by replacing lines 8 to 14 on page 3 with the following:

“(a) respecting the eligibility criteria for the Medal;

(b) prescribing entities or classes of entities that are responsible for assessing eligibility for the Medal or assisting with that assessment; and

(c) prescribing entities or classes of entities for the purposes of section 7.”

The question was put on the amendment of Maggie Chi and it was agreed to on division.

Clause 8, as amended, carried.

Clause 9 carried.

At 4:27 p.m., the meeting was suspended.

At 4:29 p.m., the meeting resumed.

Clause 10 was negatived.

Clause 11 was negatived.

Clause 1, Short Title, carried.

The Preamble carried.

The Title carried.

The Bill, as amended, was adopted.

ORDERED, — That the Chair report the Bill, as amended, to the House.

ORDERED, — That Bill C-234, as amended, be reprinted for the use of the House of Commons at report stage.

At 4:32 p.m., the meeting was suspended.

At 4:34 p.m., the meeting resumed.
