Minutes of Proceedings
Isaac Bogoch, Victor Leung, Karl Weiss, Gerry Wright, Makeda Semret and Kim Neudorf made statements and answered questions.
Helena Konanz moved, — That, given the Order in Council appointment referred to the Committee on December 4, 2025, by the Board of Directors of the Canadian Centre on Substance Abuse; the committee invite all Governor-in-Council appointees currently serving in the Canadian Centre on Substance Abuse, to appear for one meeting to discuss their work before February 13, 2026.
Debate arose thereon.
Helena Konanz moved, — That the motion be amended by replacing the words “before February 13, 2026” with the following: "one week after February 13, 2026".

At 5:08 p.m., the meeting was suspended.
At 5:11 p.m., the meeting resumed.
The debate resumed on the amendment.
Maggie Chi moved, — That the amendment be amended by replacing the words “one week after February 13, 2026” with the following: "before February 26, 2026".
After debate, the question was put on the subamendment of Maggie Chi and it was agreed to.
After debate, the question was put on the amendment of Helena Konanz and it was agreed to.
The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 9; NAYS: 0.
The motion, as amended, read as follows:
That, given the Order in Council appointment referred to the Committee on December 4, 2025, by the Board of Directors of the Canadian Centre on Substance Abuse; the committee invite all Governor-in-Council appointees currently serving in the Canadian Centre on Substance Abuse, to appear for one meeting to discuss their work before February 26, 2026.

It was agreed, — That the committee proceed to sit in camera.

It was agreed, — That, pursuant to the motion adopted on Tuesday, November 20, 2025, the Parliamentary Budget Officer be invited to appear before the Committee on February 12, 2026.
It was agreed, — That the proposed budget in the amount of $1,000, for the study of subject matter of clauses 400 to 456 (Division 25) of Bill C-15, An act to implement certain provisions of the budget tabled in Parliament on November 4, 2025, be adopted.
It was agreed, — That the proposed budget in the amount of $29,500, for the study of Canada’s pharmaceutical sovereignty, be adopted.
It was agreed, — That the proposed supplementary budget in the amount of $2,500, for the study of impact of immigration policy on healthcare and barriers to integrating internationally trained professionals, be adopted.
At 5:57 p.m., the committee adjourned to the call of the Chair.
