Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, June 17, 2025, the committee resumed the review of the Fisheries Act.

Jimmy Lee Foss, Randy Nelson and Jeramy Boudreau made statements and answered questions.

At 9:20 a.m., the meeting was suspended.

At 9:29 a.m., the meeting resumed.

Daniel J. Fleck and Keith Hutchings made statements and answered questions.

Notice of Motion

Alexis Deschênes gave notice of the following motion:

That, in light of the information obtained in the course of this study regarding the law enforcement barriers faced by fisheries officers, the Committee add at least three additional meetings and invite the following witnesses to answer questions on this matter:

(a) Fisheries officers and/or union representatives for fisheries officers;

(b) The Conservation and Protection Directorate of the Department of Fisheries;

(c) The Deputy Minister and her Associate Deputy Minister;

(d) Representatives of the RCMP;

e) Representatives of the Coast Guard; and

(f) Any other witnesses the Committee deems relevant.

Questioning of the witnesses resumed.

The committee proceeded to the consideration of matters related to committee business.

On motion of Mel Arnold, it was agreed, — That, whereas the Commissioner of the Environment and Sustainable Development tabled reports in Parliament on November 6, 2025, including a report titled “Establishing Marine Protected Areas”, the Committee invite the Commissioner of the Environment and Sustainable Development to appear with his officials for a two-hour meeting and provide testimony related to his report titled “Establishing Marine Protected Areas”, and that testimony received in this meeting be included in evidence for the committee’s upcoming study of marine and coastal protections.

At 10:19 a.m., the committee adjourned to the call of the Chair.
