Minutes of Proceedings
That, when and if Bill C‑15, An Act to implement certain provisions of the budget tabled in Parliament on Tuesday, November 4, 2025, is referred to the Standing Committee on Finance:
Part I — Number of Meetings and Witness Hearings
(a) the committee dedicate a minimum of 19 meetings for the purpose of studying Bill C‑15, including hearing testimony from Canadians, small businesses, workers and their unions, economists, and other subject-matter experts;
(b) the total number of meetings prescribed in paragraph (a) shall be reduced by exactly one meeting for each standing committee invited under Part II of this motion that provides written confirmation to the Chair of the Standing Committee on Finance that it will consider the subject matter of the provisions referred to it, and such reduction shall apply even if that committee elects to hold more than one meeting or conducts an extended study of its referred provisions;
(c) the Chair shall only be permitted to schedule a meeting for clause-by-clause consideration of Bill C‑15 after:
i. the 19 meetings described in paragraph (a), as adjusted by paragraph (b), have occurred; and
ii. the following meetings with ministers from the list below have taken place, and the following stakeholders and officials have been invited to attend, whether at the Standing Committee on Finance or at another standing committee:
- Department of Finance / Canada Revenue Agency
One meeting with the Minister of Finance and National Revenue for no less than two hours, followed by two hours with officials. - Transport / High-Speed Rail
One meeting with the Minister of Transport for one hour, followed by one hour with Martin Imbleau, Chief Executive Officer of Alto. - Public Works / Procurement / Canada Post
One meeting with the Minister of Government Transformation, Public Works and Procurement for one hour, followed by one hour with Doug Ettinger, Chief Executive Officer of Canada Post. - Housing / Infrastructure / Major Projects
One meeting with the Minister of Housing and Infrastructure for one hour, followed by one hour each with Ana Bailao, Ehren Cory, and Dawn Farrell. - Treasury Board / Red Tape / Public Service
One meeting with the President of the Treasury Board for one hour, followed by one hour with the Red Tape Reduction Office, followed by one hour with representatives from the Public Service Alliance of Canada. - Agriculture
One meeting with the Minister of Agriculture and Agri-Food for one hour, followed by one hour with Justine Hendricks, President and Chief Executive Officer of Farm Credit Canada. - Veterans Affairs
One meeting with the Minister of Veterans Affairs for one hour, followed by one hour with the Veterans Ombudsperson, Nishika Jardine. - Public Safety / Royal Canadian Mounted Police
One meeting with the Minister of Public Safety for one hour, followed by one hour with the National Police Federation. - Industry / Privacy / Competition
One meeting with the Minister of Industry for one hour, followed by one hour with Privacy Commissioner Philippe Dufresne, and one hour with officials from the Department of Industry, with the Commissioner also permitted to testify regarding amendments to the Broadcasting Act. - Canadian Culture and Identity / Broadcasting
One meeting with the Minister of Canadian Identity and Culture for one hour, followed by one hour with Vicky Eatrides, Chairperson and Chief Executive Officer of the Canadian Radio-television and Telecommunications Commission. - Health
One meeting with the Minister of Health for one hour, followed by one hour with officials from the Public Health Agency of Canada. - Foreign Affairs / Export Controls
One meeting with the Minister of Foreign Affairs for one hour, followed by one hour with Global Affairs Canada officials. - Justice / Administrative Tribunals
One meeting with the Minister of Justice and Attorney General of Canada for one hour, followed by one hour with Department of Justice officials. - Environment and Climate Change
One meeting with the Minister of Environment, Climate Change and Nature for one hour, followed by one hour with departmental officials. - Fisheries and Oceans
One meeting with the Minister of Fisheries for one hour, followed by one hour with department officials. - Jobs and Families / Auditor General
One meeting with the Minister of Jobs and Families for one hour, and Social Development Canada, and one hour with the Auditor General. - Crown-Indigenous Relations
One meeting with the Minister of Crown-Indigenous Relations for one hour, followed by one hour with representatives of the Naskapi and Cree-Naskapi communities. - Energy and Natural Resources
One meeting with the Minister of Energy and Natural Resources for one hour, followed by one hour with Tracy Sletto, Chief Executive Officer of the Canada Energy Regulator. - Ethics and Transparency
One meeting dedicated to the ethical, accountability, and transparency implications of Division 5 of Part 5 of the bill, including issues related to regulatory authority, governance, public oversight, and integrity in federal administration;
Part II — Referral to Other Standing Committees
(d) the Chair of the committee write, as promptly as possible upon referral of Bill C‑15, to the chairs of the following standing committees inviting them to consider the subject matter of the provisions indicated:
- Standing Committee on Agriculture and Agri-Food: clause 223 (Division 8)
- Standing Committee on Foreign Affairs: clauses 460 to 462 (Division 27)
- Standing Committee on Environment and Sustainable Development: clauses 595 and 596 (Division 42)
- Standing Committee on Fisheries and Oceans: clauses 553 to 570 (Division 33)
- Standing Committee on Health: clauses 400 to 456 (Division 25)
- Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities: clause 571 (Division 34), clauses 573 to 575 (Division 36), and clause 599 (Division 44)
- Standing Committee on Indigenous and Northern Affairs: clause 572 (Division 35)
- Standing Committee on Industry and Technology: clauses 389 to 398 (Division 23), clauses 589 to 591 (Division 39), and clauses 597 and 598 (Division 43)
- Standing Committee on Justice and Human Rights: clauses 500 and 501 (Division 30), clauses 502 to 507 (Division 31), and clauses 508 to 552 (Division 32)
- Standing Committee on Government Operations and Estimates: clauses 195 to 199 (Division 2), clauses 203 to 209 (Division 5), clauses 210 to 216 (Division 6), clauses 217 to 222 (Division 7), and clause 592 (Division 40)
- Standing Committee on Natural Resources: clauses 593 and 594 (Division 41)
- Standing Committee on Public Safety and National Security: clause 371 (Division 19), and clauses 380 to 385 (Division 21)
(e) each committee listed in paragraph (d) be requested to provide any recommendations or suggested amendments, in both official languages, to the Chair of the Standing Committee on Finance no later than 5:00 p.m. on the Friday of the fourth sitting week following the referral of Bill C‑15; and
(f) all meetings take place during regular house sitting weeks.
At 6:46 p.m., the committee adjourned to the call of the Chair.
