The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the proposed budget in the amount of $2,250, for the study of review of Budget 2025, be adopted.

Motion

Ryan Turnbull moved, — That, given that:

(a) Budget 2025 announces the government’s intention to move forward with a range of productivity-enhancing measures that would allow businesses to:

(i) write off the cost of their investments more quickly including the reinstatement of the Accelerated Investment Incentive;

(ii) immediately expense manufacturing or processing machinery and equipment;

(iii) immediately expense clean energy generation and energy conservation equipment, and zero-emission vehicles;

(iv) immediately expense productivity-enhancing assets, including patents, data network infrastructure, and computers;

(v) immediately expense capital expenditures for scientific research and experimental development;

(b) these measures will lower Canada’s marginal effective tax rate (METR) by more than two percentage points, putting it at the lowest rate in the G7;

(c) the Conservative Party of Canada’s 2025 election platform contained pledges to make Canada’s METR more competitive;

the committee undertake a study of the productivity super-deduction measures contained in Budget 2025 and the budget implementation act and consider all testimony from said study as part of its consideration of the budget implementation act.

Debate arose thereon.

A point of order was raised as to the order of debate.

RULING BY THE CHAIR

The Chair ruled that the speaking order is managed by the Chair who recognizes members to speak.

Whereupon, Garnett Genuis appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was overturned on the following recorded division:

YEAS: Carlos Leitão, Kent MacDonald, Jake Sawatzky, Ryan Turnbull — 4;

NAYS: Garnett Genuis, Pat Kelly, Eric Lefebvre, Gabriel Ste-Marie, William Stevenson — 5.

The debate resumed on the motion of Ryan Turnbull.

A point of order was raised as to the order of debate.

The Chair ruled that Carlos Leitão had the floor.

Whereupon, Garnett Genuis appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was overturned on the following recorded division:

On motion of Pat Kelly, it was agreed, — That the committee do now adjourn.
