Minutes of Proceedings
The Minister made a statement and answered questions.
At 4:12 p.m., pursuant to Standing Order 115(5), it was agreed that the committee continue to sit.
At 4:39 p.m., the meeting was suspended.
At 4:55 p.m., the meeting resumed.
Shirley Carruthers, Cam Do and David Hutchison answered questions.
At 5:28 p.m., the meeting was suspended.
At 5:33 p.m., the meeting resumed.
Pursuant to Standing Order 115(5), it was agreed that the committee continue to sit.
The committee resumed its clause-by-clause study of the Bill.
By unanimous consent, the committee reverted to Clause 21 previously stood.
On Clause 21,
Robert Oliphant moved, — That Bill C-219, in Clause 21, be amended(a) by replacing line 30 on page 9 with the following:
““Global Sanctions and Special Economic Measures Act (Sergei Magnitsky Law No. 2)” in the”
(b) by replacing lines 26 and 27 on page 10 with the following:
“(1), is to be read as a reference to the “Global Sanctions and Special Economic Measures Act (Sergei Magnitsky Law No. 2)”.”
The question was put on the amendment of Robert Oliphant and it was agreed to.
Clause 21, as amended, carried.
By unanimous consent, the committee reverted to Clause 22 previously stood.
On Clause 22,
Robert Oliphant moved, — That Bill C-219, in Clause 22, be amended(a) by replacing line 30 on page 10 with the following:
““Global Sanctions and Special Economic Measures Act (Sergei Magnitsky Law No. 2)” in the”
(b) by replacing lines 4 and 5 on page 13 with the following:
“read as a reference to the “Global Sanctions and Special Economic Measures Act (Sergei Magnitsky Law No. 2)”.”

Clause 22, as amended, carried.
On Clause 1, Short Title,
Robert Oliphant moved, — That Bill C-219, in Clause 1, be amended by replacing lines 1 and 2 on page 2 with the following:“1 This Act may be cited as the International Anti-Corruption and Human Rights Act (Sergei Magnitsky Law No. 3).”
The question was put on the amendment of Robert Oliphant and it was agreed to on division.
Clause 1, Short Title, as amended, carried on division.
On Preamble,
Robert Oliphant moved, — That Bill C-219, in the preamble, be amended by replacing lines 5 to 7 on page 1 with the following:“eign state that has engaged in activities that undermine international peace, security or stability in a manner inconsistent with international law or who is responsible for, or complicit in, gross and systemic violations of internationally recognized human rights or acts of corruption;”
The question was put on the amendment of Robert Oliphant and it was agreed to.
“And whereas this Act will enable Canada to impose sanctions on foreign nationals who have engaged in activities that undermine international peace, security or stability in a manner inconsistent with international law or who are responsible for, or complicit in, gross and systematic violations of internationally recognized human rights or acts of corruption;”
The question was put on the amendment of Robert Oliphant and it was agreed to on division.
The Preamble, as amended, carried on division.
On Title,
Robert Oliphant moved, — That Bill C-219 be amended by replacing the long title on page 1 with the following:“An Act to amend the Department of Foreign Affairs, Trade and Development Act, the Justice for Victims of Corrupt Foreign Officials Act (Sergei Magnitsky Law) and the Special Economic Measures Act”
The question was put on the amendment of Robert Oliphant and it was agreed to.
The Title, as amended, carried.
The Bill, as amended, was adopted.
ORDERED, — That the Chair report the Bill, as amended, to the House.
ORDERED, — That Bill C-219, as amended, be reprinted for the use of the House of Commons at report stage.
Michael D.Chong gave notice of the following motion:
That the committee recommend that the Minister of Canadian Identity and Culture, pursuant to section 15 of the Broadcasting Act,- request that the Canadian Radio-television and Telecommunications Commission (CRTC) hold a hearing to determine whether CCTV 9 Documentary, CCTV English News, CCTV Entertainment Channel, CCTV-4 and CCTV-Français should be removed from the List of non-Canadian programming services and stations authorized for distribution, and
- request the CRTC make a report as soon as feasible; and
- that the Chair report this to the House.
At 5:43 p.m., the meeting was suspended.
At 5:47 p.m., the meeting resumed in camera.
The committee proceeded to give drafting instructions to the analysts for a draft report.
ORDERED, — That the analysts prepare a summary of evidence in relation to the committee’s study of the security situation in the Balkans.
It was agreed, — That the proposed budget in the amount of $185,089.32, for the committee’s travel to Sweden and Greenland in the fall of 2026 or the winter of 2027, be adopted.
At 5:55 p.m., the committee adjourned to the call of the Chair.
