Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, February 12, 2026, the committee commenced its study of the security situation in the Balkans.

Gallit Dobner made a statement and, with Michelle Cameron, Jessica Blitt and François Lafrenière, answered questions.

At 4:25 p.m., the meeting was suspended.

At 4:34 p.m., the meeting resumed.

Committee Business
The committee proceeded to the consideration of matters related to committtee business.

It was agreed, — That the proposed budget of the Subcommittee on International Human Rights in the amount of $11,700, for the study of the human rights situation of children around the world, be adopted.

It was agreed, — That the proposed budget in the amount of $10,850, for the study of the security situation in the Balkans, be adopted.

It was agreed, — That the proposed supplementary budget in the amount of $1,000, for the study of Bill C-219, An Act to amend the Department of Foreign Affairs, Trade and Development Act, the Justice for Victims of Corrupt Foreign Officials Act (Sergei Magnitsky Law), the Special Economic Measures Act and the Broadcasting Act, be adopted.

It was agreed, — That, in relation to the proposed informal meeting with the Speaker of the Parliament of Greenland, the Clerk be authorized to make the necessary logistical arrangements and incur the related hospitality and other expenses required for the proper conduct of the meeting.

Security Situation in the Balkans
Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, February 12, 2026, the committee resumed its study of the security situation in the Balkans.

Questioning of the witnesses resumed.

Valerie Percival, Krenare Recaj and Maria Berishaj-Sylejmani made statements and answered questions.

At 5:00 p.m., Michael D. Chong took the Chair.

At 5:39 p.m., the committee adjourned to the call of the Chair.
