Minutes of Proceedings
The witnesses answered questions.
The committee commenced its clause-by-clause study of the Bill.
Pursuant to Standing Order 75(1), consideration of Clause 1 (short title) and of the Preamble was postponed.
The Chair called Clause 2.
Clause 2 carried.
On Clause 3,
Wade Grant moved, — That Bill C-241, in Clause 3, be amended by(a) replacing lines 2 and 3 on page 3 with the following:
would support flood and drought forecasting;
(b) replacing lines 12 to 16 on page 3 with the following:
(d) measures that the Government of Canada may take in response to the assessments referred to in paragraphs (a) to (c), including the preparation of a proposal for the establishment of a cooperative, national hydrological and water resources forecasting service and system based on the federal-provincial distributed model of the National Hydrometric Program.
After debate, the question was put on the amendment of Wade Grant and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.
“(4) The strategy must take into account the Government of Quebec's Plan de protection du territoire face aux inondations and must not propose measures that would duplicate flood protection actions taken by that government.”
After debate, the question was put on the amendment of Patrick Bonin and it was negatived, by a show of hands: YEAS: 1; NAYS: 6.
Clause 3, as amended, carried by a show of hands: YEAS: 6; NAYS: 0.
On Clause 4,
Eric St-Pierre moved, — That Bill C-241, in Clause 4, be amended by replacing line 24 on page 3 with the following:“ment of Canada website within 10 business days after the day on”
After debate, the question was put on the amendment of Eric St-Pierre and it was agreed to, by a show of hands: YEAS: 6; NAYS: 0.
Clause 4, as amended, carried by a show of hands: YEAS: 6; NAYS: 0.
On Clause 5,
