Minutes of Proceedings
Amanda Anderson and Michel Marceau made statements and answered questions.
Marie-Hélène Gaudreau moved, — That, pursuant to Standing Order 108(2), the Committee undertake a study of a minimum of three meetings on service delivery, quality of care, and clinical guidelines provided by Lifemark Health Group, but not limited to that organization, as well as any company mandated to provide health care and psychological services to veterans.
That the Standing Committee on Veterans Affairs invite:
• Representatives from Lifemark Health Group;
• The Veterans Ombud;
• Officials from Veterans Affairs Canada;
That the Committee report its findings and recommendations to the House.Debate arose thereon.
Blake Richards moved, — That the motion be amended by adding after the words “Officials from Veterans Affairs Canada” the following: “The Minister of Veterans Affairs”.
After debate, the question was put on the amendment of Blake Richards and it was agreed to on division.
Sean Casey moved, — That the motion be amended by deleting the words “That the Committee report its findings and recommendations to the House.”.
At 4:56 p.m., the meeting was suspended.
At 5:00 p.m., the meeting resumed.
By unanimous consent, the amendment was withdrawn.
After debate, the question was put on the motion, as amended, and it was agreed to.
The motion, as amended, read as follows:
That, pursuant to Standing Order 108(2), the Committee undertake a study of a minimum of three meetings on service delivery, quality of care, and clinical guidelines provided by Lifemark Health Group, but not limited to that organization, as well as any company mandated to provide health care and psychological services to veterans.
That the Standing Committee on Veterans Affairs invite:
• Representatives from Lifemark Health Group;
• The Veterans Ombud;
• Officials from Veterans Affairs Canada;
• The Minister of Veterans Affairs;
That the Committee report its findings and recommendations to the House.Blake Richards moved, — That the committee concur with the Ontario Legislature and Canadian veterans that the Government of Canada should assume responsibility for mistakes on the "Presence in Absence" memorial and apologize to the living veterans who were wrongly identified as fallen soldiers and to the families of deceased soldiers whose names were left off the monument, and this be reported to the House.
At 5:02 p.m., the meeting was suspended.
At 5:12 p.m., the meeting resumed.
Sean Casey moved, — That the motion be amended by:
- Replacing the words “should assume responsibility for mistakes on” with the words “acknowledges mistakes were made in”.
- After the word “memorial”, insert “that caused emotional and psychological hurt and harm”.
- Replacing the word “apologize” with “apologizes”.
- Delete all the words after the world “monument”.
Debate arose thereon.
The question was put on the amendment of Sean Casey and it was agreed to on the following recorded division:
YEAS: Tatiana Auguste, Jaime Battiste, Sean Casey, Marie-Hélène Gaudreau, Alana Hirtle — 5;
NAYS: Blake Richards, Alex Ruff, Fraser Tolmie, Arnold Viersen — 4.
After debate, the question was put on the motion, as amended, and it was agreed to on the following recorded division:
YEAS: Tatiana Auguste, Jaime Battiste, Sean Casey, Marie-Hélène Gaudreau, Alana Hirtle — 5;
NAYS: Blake Richards, Alex Ruff, Fraser Tolmie, Arnold Viersen — 4.
The motion, as amended, read as follows:
That the committee concur with the Ontario Legislature and Canadian veterans, and that the Government of Canada acknowledges mistakes were made in the “Presence in Absence” memorial that caused emotional and psychological hurt and harm, and apologizes to the living veterans who were wrongly identified as fallen soldiers and to the families of deceased soldiers whose names were left off the monument.
At 5:25 p.m., the committee adjourned to the call of the Chair.
