Bill C-227, An Act to amend the Department of Public Works and Government Services Act (community benefit)

Pursuant to the Order of Reference of Wednesday, October 5, 2016, the Committee resumed consideration of Bill C-227, An Act to amend the Department of Public Works and Government Services Act (community benefit).

The Committee commenced its clause-by-clause study of the Bill.

David Schwartz made a statement and answered questions.

The Chair called Clause 1.

On Clause 1,

Robert Aubin moved, — That Bill C-227, in Clause 1, be amended by replacing line 8 on page 1 with the following:

“benefit means a social, economic or environmental benefit that a com-”

After debate, the question was put on the amendment of Robert Aubin and it was agreed to, by a show of hands: YEAS: 6; NAYS: 3.

Robert Aubin moved, — That Bill C-227, in Clause 1, be amended

(a) by replacing line 14 on page 1 with the following:

“(2) Before awarding a contract for the”

(b) by replacing line 16 on page 1 with the following:

“eral real property or federal immovables, the Minister must require bidders”

After debate, the question was put on the amendment of Robert Aubin and it was negatived, by a show of hands: YEAS: 1; NAYS: 8.

Robert Aubin moved, — That Bill C-227, in Clause 1, be amended by adding after line 18 on page 1 the following:

“(2.1) The information to be provided must specify

(a) the number of apprentices the bidder plans to employ, broken down by trade;

(b) the measures that he or she intends to implement to help these apprentices complete their training under the apprenticeship contracts; and

(c) the measures that he or she intends to take to increase the employment opportunities for apprentices who are women, Aboriginal people, newcomers, at-risk youth, veterans or local residents or for apprentices who belong to any other prescribed category of people.”

After debate, the question was put on the amendment of Robert Aubin and it was negatived, by a show of hands: YEAS: 1; NAYS: 8.

Robert Aubin moved, — That Bill C-227, in Clause 1, be amended by adding after line 18 on page 1 the following:

“(2.01) The Minister must, before awarding a contract for the construction, maintenance or repair of public works, federal real property or federal immovables, require bidders on the proposal to provide information on the measures considered to

(a) reduce the environmental impact of the work, property or immovable;

(b) ensure respect for the biological diversity and ecological integrity of the surrounding ecosystems and contribute to their maintenance; and

(c) ensure that the work, property or immovable is adapted to the effects of climate change.”

After debate, the question was put on the amendment of Robert Aubin and it was negatived, by a show of hands: YEAS: 1; NAYS: 8.

Vance Badawey moved, — That Bill C-227, in Clause 1, be amended by replacing line 23 on page 1 to line 1 on page 2 with the following:

“House of Parliament, within 90 days after the end of each fiscal year or, if Parliament is not then sitting, on any of the first 90 days next thereafter that Parliament is sitting,”

After debate, the question was put on the amendment of Vance Badawey and it was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

Gagan Sikand moved, — That Bill C-227, in Clause 1, be amended by replacing lines 2 and 3 on page 2 with the following:

“a report on community benefits provided by construction, maintenance or repair projects.”

After debate, the question was put on the amendment of Gagan Sikand and it was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

Clause 1, as amended, carried by a show of hands: YEAS: 6; NAYS: 3.

The Title carried by a show of hands: YEAS: 6; NAYS: 3.

The Bill, as amended, carried.

ORDERED, — That the Chair report the Bill, as amended, to the House.

The Committee proceeded to the consideration of matters related to Committee business.

Motion

Robert Aubin moved, — That the Committee conduct a study on aviation safety.

Debate arose thereon.

On motion of Vance Badawey, it was agreed, — That the motion be amended by adding after the words "aviation safety" the words "in 2017, and that, in consultation with the members, the Chair be empowered to coordinate the schedule and resources to execute this request ".

After debate, the question was put on the motion, as amended, and it was agreed to.

The motion, as amended, read as follows:

That the Committee conduct a study on aviation safety in 2017, and that, in consultation with the members, the Chair be empowered to coordinate the schedule and resources to execute this request".

At 10:17 a.m., the sitting was suspended.

At 10:19 a.m., the sitting resumed in camera.

It was agreed, — That a proposed budget in the amount of $1,200.00, for the study of Supplementary Estimates (B) 2016-17, be adopted.

It was agreed, — That a proposed budget in the amount of $7,800.00, for the study of Unmanned Aerial Vehicle (UAV) Regulations be adopted.

Unmanned Aerial Vehicle (UAV) Regulations
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, February 22, 2016 the Committee resumed its study of unmanned aerial vehicle (UAV) regulations.

At 10:45 a.m., the Committee adjourned to the call of the Chair.
