Pursuant to Standing Order 106(2), the Clerk of the Committee presided over the election of a Vice-Chair.

On motion of Scott Simms, it was agreed, — That Scott Reid be elected First Vice-Chair of the Committee.

The Committee proceeded to the consideration of matters related to Committee business.

Motion

Blake Richards moved, — That the Committee invite Paul Szabo, Sven Spengemann, Veena Bhullar, Jamie Kippen, and a representative from the Parkhill Group to appear to answer all questions related to the correspondence sent to the Chair of the Procedure and House Affairs Committee on October 28, 2016, regarding alleged breaches of the Canada Elections Act in Mississauga-Lakeshore.

Debate arose thereon.

Motion

David de Burgh Graham moved, — That the debate be now adjourned.

A point order was raised regarding which committee member should have been recognized to speak by the Chair.

At 11:20 a.m., the sitting was suspended.

At 11:28 a.m., the sitting resumed.

RULING BY THE CHAIR

The Chair ruled that he had recognized David de Burgh Graham to speak and that, therefore, his motion was in order.

Whereupon, Scott Reid appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:

It was agreed, — That the Seventh Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

  1. That, on Thursday, September 21, 2017, the Committee commence its review of the Code of Conduct for Members of the House of Commons: Sexual Harassment; and, that Pierre Parent, Chief Human Resources Officer of the House of Commons, be invited to appear.
  2. That, on Tuesday, September 26, 2017, if required, the Committee continue its review of the Code of Conduct for Members of the House of Commons: Sexual Harassment.
  3. That the Committee study Bill C-50, An Act to amend the Canada Elections Act (political financing); that members submit their lists of witnesses to the Clerk of the Committee no later than 5:00 p.m. on Monday, September 25, 2017; and, that the Hon. Karina Gould, Minister of Democratic Institutions, be invited to appear on Thursday, September 28, 2017.
  4. That, following its study of C-50, An Act to amend the Canada Elections Act (political financing) and if required, the Committee meet to continue its review of the Code of Conduct for Members of the House of Commons: Sexual Harassment, to be followed by a meeting to resume its study of initiatives toward a family-friendly House of Commons, with a focus on the services and facilities being made available to Members of Parliament with young children.

Pursuant to Standing Order 108(3)(a)(ix), the Committee commenced its review of the Code of Conduct for Members of the House of Commons: Sexual Harassment.

Pierre Parent made a statement and answered questions.

It was agreed, — That Pierre Parent, Chief Human Resources Officer of the House of Commons, be invited to appear on Tuesday, September 26, 2017.

At 12:41 p.m., the Committee adjourned to the call of the Chair.
