The Standing Committee on Veterans Affairs met at 9:01 a.m. this day, in Room 112-N, Centre Block, the Chair, David Sweet, presiding.

 

Members of the Committee present: Guy André, Scott Andrews, Ben Lobb, Colin Mayes, Hon. Judy Sgro, Peter Stoffer and David Sweet.

 

Acting Members present: Robert Bouchard for Roger Gaudet, Ed Fast for Greg Kerr, Laurie Hawn for Brian Storseth, Joyce Murray for Robert Oliphant and Brad Trost for Phil McColeman.

 

In attendance: Library of Parliament: Michel Rossignol, Analyst.

Pursuant to the Order of Reference of Wednesday, May 13, 2009, the Committee resumed consideration of Bill C-201, An Act to amend the Canadian Forces Superannuation Act and the Royal Canadian Mounted Police Superannuation Act (deletion of deduction from annuity).
 

The witnesses answered questions.

 

The Committee commenced its clause-by-clause study of the Bill.

 

The Chair called Clause 1.

 

Clause 1 was negatived by a show of hands: YEAS: 4; NAYS: 6.

 

Clause 2 was negatived by a show of hands: YEAS: 4; NAYS: 6.

 

Clause 3 was negatived by a show of hands: YEAS: 4; NAYS: 6.

 

Clause 4 was negatived by a show of hands: YEAS: 4; NAYS: 6.

 

Clause 5 was negatived by a show of hands: YEAS: 4; NAYS: 6.

 

Clause 6 was negatived by a show of hands: YEAS: 4; NAYS: 6.

On new Clause 11,

Guy André moved, — That Bill C-201 be amended by adding after line 1 on page 3 the following new clause:

“PUBLIC SERVICE SUPERANNUATION ACT

11. The Public Service Superannuation Act is amended by adding the following after section 24.5:

24.6 (1) In this section, “Year's Maximum Pensionable Earnings” has the same meaning as in the Canada Pension Plan.

(2) Employees of the Correctional Service of Canada are required to contribute, in respect of every year in the period beginning on January 1, 2000 and ending on December 31, 2003, by reservation from salary or otherwise, four per cent of the portion of their salary that is less than or equal to the Year’s Maximum Pensionable Earnings.

24.7 Subsections 11(2), (2.1), (3) and (10) do not apply to persons employed by the Correctional Service of Canada.”

 

The Chair ruled the proposed amendment inadmissible because it was beyond the scope of the Bill, as provided on page 654 of House of Commons Procedure and Practice.

 

Whereupon, Guy André appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained, by a show of hands: YEAS: 5; NAYS: 2.

 

The Title was negatived by a show of hands: YEAS: 2; NAYS: 5.

 

The Bill, as amended, was negatived, by a show of hands: YEAS: 2; NAYS: 5.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.

 

At 10:09 a.m., the sitting was suspended.

At 10:10 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 10:25 a.m., the Committee adjourned to the call of the Chair.
