The Standing Committee on Environment and Sustainable Development met at 9:07 a.m. this day, in Room 209 West Block, the Chair, Alan Tonks, presiding.

Members of the Committee present: Bernard Bigras, Brian Jean, David J. McGuinty, Hon. Denis Paradis, Yasmin Ratansi, Lee Richardson, Christian Simard, Alan Tonks, Jeff Watson and Hon. Bryon Wilfert.

Acting Members present: Joe Comartin for Nathan Cullen.

Associate Members present: Francis Scarpaleggia.

In attendance: Library of Parliament: Kristen Douglas, Analyst ; Tim Williams, Analyst.

Witnesses: Sierra Club of Canada (B.C. Chapter): Elizabeth May, Executive Director. Great Lakes United: Derek R. Stack, Executive Director. Canadian Environmental Law Association: Sarah Miller, Coordinator/Researcher. Council of Canadians: Sara Ehrhardt, National Water Campaigner; Steven Shrybman, Legal Counsel.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on October 21, 2004, the Committee resumed its study of the the Great Lakes Charter Annex.

The witnesses made statements and answered questions.

At 11:00 a.m., the Committee adjourned to the call of the Chair.
