Mr. Speaker, the appointment of that individual was something that was approved of and taken part in by all parties, including the leaders. We have had some reasonable comment from members opposite that they are in charge of that particular file, as they rightly should be.
Also, I would note that the Auditor General thoroughly reviewed all of the cases that should have been reviewed. We have an interim commissioner in place who is doing a very aggressive review of those files right now.

Mr. Speaker, what a mess we have with the office of the integrity commissioner: four years wasted and $11 million lost, possible violations of the Criminal Code, violations of the Privacy Act and allegations of obstruction, but no investigation.
Will the Prime Minister finally admit that, from the beginning, the office was simply created to muzzle whistleblowers and to protect the government?

Mr. Speaker, that is absolutely not the case. I announced today that the interim commissioner will examine the old cases that were rejected by the former integrity commissioner. He will ensure that these cases are followed up. Public servants and government workers can have faith in the commissioner. I also hope that the committee will make recommendations to the commissioner.

Mr. Speaker, no one is going to be fooled by this. Four years of doing nothing, 228 files and none pursued, $11 million wasted and four years of infighting and intimidation. When will the Prime Minister finally admit that he set up the Office of the Public Service Integrity Commissioner in order to silence the government's critics and to hide the government's own failings? When will he own up?

Mr. Speaker, regardless of the decibel level of my friend's frothing, he cannot escape the fact that this particular appointment, by legislation, went to the all party government operations committee which unanimously approved it. It then went to the House for approval and then to the Senate for approval. That appointment was approved unanimously across the board. The former commissioner also brings her reports to that committee. If I or any minister had tried to interfere in that process, the member would be frothing again on that one today. He should deal with the truth on this.

Mr. Speaker, I would think that all members of Parliament would be very troubled by the report that has been put out by the Auditor General. I thank her for her work. The commissioner of integrity is an independent agent of Parliament and reports to Parliament. In fact, she had done that on a couple of occasions.
I want people to know that the acting commissioner, who is in place now, I would expect would now be reviewing all of those past cases. I can assure members that we want to see another commissioner in place as soon as possible.

Mr. Speaker, it was this government that brought in significant protection for public service employees who previously, under the Liberal government, lived in fear of reprisals for the issues they were raising, especially with the sponsorship scandal.
Right now the Auditor General is looking into the concerns and the complaints that have been brought forward. The office of the commissioner, its staff and the mandate that it has is fully engaged, is there to protect those who are concerned and want to bring forward concerns. They will continue to do that. We have confidence in that. We also will be waiting for the report from the Auditor General.

Mr. Speaker, the Office of the Public Sector Integrity Commissioner of Canada is paralyzed. The federal organization responsible for investigating allegations of wrongdoing in the public service has not identified any abuses in the public sector in three years. How can that be, particularly since very few investigations have been undertaken? The Auditor General, concerned by this state of affairs, is investigating.
Will the government admit that the current commissioner was chosen precisely for her ability to suppress allegations of wrongdoing?

For the period from November 5, 2005 to December 9, 2009: (a) how many disclosures were made to the Public Sector Integrity Commissioner, which department did each disclosure regard and when was each disclosure made; (b) how many complaints were made to the Public Sector Integrity Commissioner, which department did each complaint regard, and when was each complaint made; (c) how many investigations into disclosures did the Public Sector Integrity Commissioner conduct, when was each investigation conducted and which departments were involved in each investigation; and (d) how many investigations into complaints did the Public Sector Integrity Commissioner conduct, when was each investigation conducted and which departments were involved in each investigation?

:
Mr. Speaker, under the Public Servants Disclosure Protection Act, the Office of the Public Sector Integrity Commissioner was established in 2007 as an agent of Parliament, independent of the Government of Canada. The role of the commissioner is to maintain and enhance public confidence in the integrity of public servants and public institutions by establishing effective procedures for the disclosure of wrongdoings and for protecting public servants who disclose wrongdoings. As a result, the information requested is not available within the Government of Canada. However, information on the number of disclosures and complaints made to the commissioner and investigated by her is contained in the commissioner’s annual reports for 2007-08 and 2008-09 which were tabled in Parliament and published on the commissioner’s website. Information for fiscal year 2009-10 will be provided in the commissioner’s next annual report due to be tabled in Parliament by June 30, 2010.
