Private Members' Business

At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Health of Bill C-442, An Act respecting a National Lyme Disease Strategy.

Ms. May (Saanich—Gulf Islands), seconded by Mr. Young (Oakville), moved, — That the Bill be now read a second time and referred to the Standing Committee on Health.

Debate arose thereon.

Pursuant to Standing Order 93(1), the Order was dropped to the bottom of the order of precedence on the Order Paper.

Government Orders

The Order was read for the second reading and reference to the Standing Committee on Agriculture and Agri-Food of Bill C-18, An Act to amend certain Acts relating to agriculture and agri-food.

Motions

By unanimous consent, it was resolved, — That the House strongly condemn Russia's provocative military intervention in Ukraine; call upon Russia to withdraw its forces and respect the territorial integrity and sovereignty of Ukraine, as per the commitments in the 1994 Budapest Declaration and under international law; reaffirm the legitimacy of the Government of Ukraine and Ukraine's territorial integrity; support the Government's decision to recall Canada's ambassador in Moscow for consultations and to suspend the Government's engagement in preparation for the G-8 Summit; encourage the Government to work with like-minded partners, including through multilateral forums, to de-escalate the current situation; affirm the Ukrainian people's right of self-determination, free from intervention; and stand with the Ukrainian people as they pursue a free and democratic future.

A question of privilege having been raised by Mr. Cullen (Skeena—Bulkley Valley), the Speaker ruled that there was a prima facie case of privilege;

Whereupon, Mr. Cullen (Skeena—Bulkley Valley), seconded by Ms. Turmel (Hull—Aylmer), moved, — That the question of privilege related to the statements made in the House of Commons by the Member for Mississauga—Streetsville be referred to the Standing Committee on Procedure and House Affairs.

Mr. Van Loan (Leader of the Government in the House of Commons) gave notice of intention to move at the next sitting of the House, pursuant to Standing Order 57, that, in relation to the consideration of the privilege motion, the debate not be further adjourned.
