Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, September 18, 2025, the committee commenced its study of passenger rail service - VIA Rail Canada Inc. incident on August 31, 2024.

The committee commenced consideration of a draft report.

At 8:27 a.m., the meeting was suspended.

At 8:38 a.m., the meeting resumed.

It was agreed, — That the draft report, as amended, be adopted.

It was agreed, — That the report be entitled: "Putting Passengers First: Improving VIA Rail's Emergency Response Effectiveness".

It was agreed, — That the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

ORDERED, — That the Chair present the report to the House.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the proposed budget in the amount of $500, for the study of the state of airline competition in Canada, be adopted.

It was agreed, — That the proposed budget in the amount of $500, for the study of passenger rail service - VIA Rail Canada Inc. incident on August 31, 2024, be adopted.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, September 18, 2025, the committee commenced its study of regulation of recreational boating on Canada’s waterways.

The committee proceeded to give drafting instructions to the analysts for a draft report.
