Pursuant to Standing Order 108(3)(i) and the motion adopted by the committee on Monday, February 9, 2025, the committee resumed its study of governance and accountability of federal science policy and institutions.

Wyatt Tessari L'Allié, Stéphanie Michaud and Robert Annan made statements and answered questions.

At 4:31 p.m., the meeting was suspended.

At 4:35 p.m., the meeting resumed.

Karine Morin, Ken Doyle and Timothy Chan made statements and answered questions.

Motion

Vincent Neil Ho moved, — That, pursuant to Standing Order 108(3)(i), the Standing Committee on Science and Research invite:

(a) the President of the Canadian Space Agency to appear before the Committee for one (1) meeting for no less than two (2) hours to discuss their mandate and other related matters;

(b) the Chief Statistician of Statistics Canada to appear before the Committee for one (1) meeting for no less than two (2) hours to discuss their mandate and other related matters;

(c) the President of the National Research Council to appear before the Committee for one (1) meeting for no less than two (2) hours to discuss their mandate and other related matters;

(d) the Chief Science Advisor to appear before the Committee for one (1) meeting for no less than two (2) hours to discuss their mandate and other related matters; and

(e) the Chair of the Pierre Elliott Trudeau Foundation to appear before the Committee for one (1) meeting for no less than two (2) hours to discuss their mandate and other related matters.

That the foregoing five (5) meetings shall be conducted and scheduled separately on different dates from one another; and that the Committee report its findings and recommendations to the House.

Debate arose thereon.

Amendment

Taleeb Noormohamed moved, — That the motion be amended by deleting paragraph (e) and by replacing the words “five (5) meetings” with the words “four (4) meetings”.

The motion, as amended, read as follows:

(c) the President of the National Research Council to appear before the Committee for one (1) meeting for no less than two (2) hours to discuss their mandate and other related matters;

(d) the Chief Science Advisor to appear before the Committee for one (1) meeting for no less than two (2) hours to discuss their mandate and other related matters; and

That the foregoing four (4) meetings shall be conducted and scheduled separately on different dates from one another; and that the Committee report its findings and recommendations to the House.
