Pursuant to the order of reference of the House of Monday, April 20, 2026, and the motion adopted by the committee on Thursday, April 30, 2026, the committee resumed its study of Bill C-22, An Act respecting lawful access.

The witnesses answered questions.

The committee commenced its clause-by-clause study of the Bill.

Pursuant to Standing Order 75(1), consideration of Clause 1 (short title) was postponed.

The Chair called Clause 2.

Clause 2 carried.

On Clause 3,

Pursuant to the order adopted by the committee on Thursday, June 19, 2025, the following amendment, submitted by Jenny Kwan for the consideration of the committee, was deemed moved: That Bill C-22, in Clause 3, be amended

(a) by replacing line 20 on page 2 with the following:

“tained in the computer system; and”

(b) by replacing line 3 on page 3 with the following:

“in a computer system that is specified in”

After debate, the question was put on the amendment of Jenny Kwan and it was negatived.

Claude DeBellefeuille moved, — That Bill C-22, in Clause 3, be amended by replacing line 16 on page 3 with the following:

“stances, including the following conditions:

(a) the examination must be limited to the class of computer data specified in the warrant; and

(b) the search for computer data of the class specified in the warrant must be carried out by a person whose only role in the investigation into the commission of the offence specified in the warrant is to carry out the search for computer data.

(2.51) If the examination of computer data under this section is made subject to the condition set out in paragraph (2.5)(b)

(a) the person who carries out the search for computer data must not provide the peace officer or public officer referred to in subsection (2.4) with the computer data that is not of the class specified in the warrant; and

(b) no person other than the person who carries out the search for computer data is to have access to the computer data that is not of that class, except as authorized or required by law.”

After debate, the question was put on the amendment of Claude DeBellefeuille and it was negatived.

Clause 3 carried.

On Clause 4,

Claude DeBellefeuille moved, — That Bill C-22, in Clause 4, be amended

(a) by replacing lines 2 and 3 on page 5 with the following:

“telecommunications service provider that provides services to the public or any subscriber to the services of such a provider, means”

(b) by replacing line 8 on page 5 with the following:

“the telecommunications service provider, including account numbers; and”

After debate, the question was put on the amendment of Claude DeBellefeuille and it was negatived on the following recorded division:

YEAS: Chak Au, Frank Caputo, Claude DeBellefeuille, Rhonda Kirkland, Dane Lloyd — 5;

NAYS: Sima Acan, Marianne Dandurand, Anthony Housefather, James Maloney, Jacques Ramsay, Amandeep Sodhi — 6.

Claude DeBellefeuille moved, — That Bill C-22, in Clause 4, be amended

(a) by replacing line 5 on page 5 with the following:

“scriber or client, including their name,”

(b) by replacing lines 8 to 16 on page 5 with the following:

“the person, including the account numbers, Internet protocol address, device serial number and local service provider identifier that are associated with the subscriber or client's service and equipment. (renseignements relatifs à”

Debate arose thereon.

Jacob Mantle moved, — That the amendment be amended by replacing in paragraphs (a) and (b), the word “including” with the word “namely,”.
