Pursuant to the order of reference of Friday, October 3, 2025, the committee resumed consideration of Bill C-8, An Act respecting cyber security, amending the Telecommunications Act and making consequential amendments to other Acts.

Claude DeBellefeuille took the Chair.

Kate Robertson, John de Boer and Matthew Hatfield made statements and answered questions.

At 12:08 p.m., the meeting was suspended.

At 12:12 p.m., the meeting resumed.

Todd Warnell and Francis Bradley made statements and answered questions.

Motion

Frank Caputo moved, — That the Chair be instructed to invite the Minister of Industry to appear in relation to the study Bill C‑8, and that a meeting for the consideration of clause‑by‑clause may only be scheduled after the Minister’s appearance.

Debate arose thereon.

Amendment

Sima Acan moved, — That the motion be amended by deleting the words “, and that a meeting for the consideration of clause‑by‑clause may only be scheduled after the Minister’s appearance”.

Debate arose thereon.

The question was put on the amendment and the result of the vote was announced:

YEAS: Sima Acan, Ali Ehsassi, Marcus Powlowski, Jacques Ramsay — 4;

NAYS: Chak Au, Frank Caputo, Rhonda Kirkland, Dane Lloyd — 4.

Whereupon, the Chair voted in the negative.

Accordingly, the amendment was negatived.

Amendment

Sima Acan moved, — That the motion be amended by replacing the words “, and that a meeting for the consideration of clause‑by‑clause may only be scheduled after the Minister’s appearance” with the following: "no later than Friday, January 30, 2026, and that a meeting for the consideration of clause‑by‑clause be scheduled the meeting following the Minister's appearance and that the committee does not proceed to other business until the completion of clause‑by‑clause".

At 1:06 p.m., the meeting was suspended.

At 1:08 p.m., the meeting resumed.

On motion of Jacques Ramsay, it was agreed, — That the committee do now adjourn.

At 1:10 p.m., the committee adjourned to the call of the Chair.
