Pursuant to the order of reference of Thursday, October 23, 2025, the committee resumed consideration of Bill C-12, An Act respecting certain measures relating to the security of Canada's borders and the integrity of the Canadian immigration system and respecting other related security measures.

Mike McGuire made a statement and, with Graeme Hamilton, Chad Westmacott, Ryan Tettamanti, Jennifer Pelley, Brett Bush, and Tara Lang, answered questions.

At 12:03 p.m., the meeting was suspended.

At 12:11 p.m., the meeting resumed.

Motion

Frank Caputo moved, — That, given that during debate on the programming motion for Bill C-8, the Parliamentary Secretary to the Minister of Public Safety committed publicly that “we will have the Minister appear on two separate occasions”, the Minister of Public Safety appear at two separate meetings for the studies of Bills C-8 and C-12 for one hour each.

RULING BY THE CHAIR

The Chair ruled the proposed motion as unrelated to the business at hand. Motion taken on notice.

Whereupon, Frank Caputo appealed the decision of the Chair.

The question: “Shall the decision of the Chair be sustained?” was put on the following by a show of hands: YEAS: 5; NAYS: 4.

Accordingly, the Chair's decision was sustained.

Questioning of the witnesses resumed.

Mike McGuire, Brett Bush, Graeme Hamilton, Ryan Tettamanti, Christopher Hamilton, and Tara Lang answered questions.

At 1:02 p.m., the committee adjourned to the call of the Chair.
