It was agreed, — That the subcommittee request a supplementary meeting of two hours.
It was agreed, — That, pursuant to Standing Order 108(2) the subcommittee undertake a study of the Situation of the Hazaras in Afghanistan; that the evidence and documentation received by the subcommittee, and the draft report considered and adopted during the First Session of the 44th Parliament on the subject be taken into consideration by the subcommittee in the current session; that the Chair, Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report; that the Chair present the report entitled Enduring And Overcoming: The Struggle Of The Hazaras In Afghanistan, adopted during the First Session of the 44th Parliament to the Standing Committee on Foreign Affairs and International Development; and that the Chair of the subcommittee write a letter to the Chair of Foreign Affairs and International Development requesting that the committee request the government to table a comprehensive response to the report pursuant to Standing Order 109.
It was agreed, — That, upon formal request to the subcommittee, the Blues of public meetings be distributed to members of the public.
At 4:32 p.m., the meeting was suspended.
At 4:54 p.m., the meeting resumed.
It was agreed, — That, pursuant to Standing order 108(2), the subcommittee hold a meeting to examine the current international human rights situation in Armenia; that the subcommittee invite any witnesses it deems relevant to appear; and that the subcommittee report its findings and recommendations to the Standing Committee on Foreign Affairs.
It was agreed, — That the subcommittee hold one meeting to study the ongoing persecution of Christians in Nigeria, who are being targeted for their faith, killed in the tens of thousands, forcibly displaced from their communities, and subjected to the destruction of churches and places of worship; that this study examine the root causes and drivers of religiously motivated violence in Nigeria, including the activities of extremist groups such as Boko Haram; the humanitarian and human rights impacts on Christian communities, including displacement, destruction of homes and churches, and violations of religious freedom; the response of the Nigerian government and security forces in protecting vulnerable populations and upholding human rights; and the role of international actors, including Canada’s diplomatic, humanitarian, and peacebuilding efforts in Nigeria; that, for the purposes of this study, the subcommittee invite representatives from NGOs and advocacy organizations, and individuals directly impacted by the targeted violence against Christians in Nigeria; and that the subcommittee report its findings and recommendations to the Standing Committee on Foreign Affairs.
It was agreed, — That pursuant to Standing Order 108(2), the subcommittee undertake a study on the human rights situation and the humanitarian crisis caused by the war in Sudan and assess how the Government of Canada can address and potentially alleviate the consequences of the conflict, by:
- Studying the severe human rights and humanitarian crisis and ongoing conflict in Sudan, including the displacement of civilians;
- Investigating the root causes of the conflict;
- Assessing the socio-economic and historical factors contributing to the unrest;
that the study consist of a minimum of two meetings; and that the subcommittee report its findings to the Standing Committee of Foreign Affairs and International Development, and request it be reported to the House.
It was agreed, — That the subcommittee hold two meetings to study the situation of 2SLGBTQ+ people from Uganda who are at risk of persecution, violence and death; that this study examine those currently stranded in refugee camps in neighbouring countries, the conditions of these camps, barriers to resettlement that affected individuals face, and the role that Canada can play in protecting these vulnerable populations; that the subcommittee invite affected individuals, human rights organizations, and Canadian and international agencies involved in refugee protection.
It was agreed, — That pursuant to Standing Order 108(2), the subcommittee undertake a study on the internally and externally displaced people across the world by:
- Studying multiple causes of the displacement;
- Studying any possible means for resolution;
that the study consist of two meetings; that the subcommittee report its findings to the Standing Committee of Foreign Affairs and International Development, and request it be reported to the House.
It was agreed, — That, for the briefing session on the human rights situation in Armenia, the witness list be submitted to the clerk of the subcommittee by 3:00 p.m. on Wednesday, October 29, 2025, and that the meeting take place on Monday, November 3, 2025.
It was agreed, — That, in relation to the briefing session on the persecution of Christians in Nigeria and the study on the human rights situation in Sudan, the first meetings with witnesses be held on Monday, November 17, 2025, and Monday, November 24, 2025, respectively.
It was agreed, — That, for the briefing session on the persecution of Christians in Nigeria and the study on the human rights situation in Sudan, witness lists be submitted to the clerk of the subcommittee by 3:00 p.m. on Monday, November 3, 2025.
It was agreed, — That, in relation to the study on the situation of 2SLGBTQ+ people from Uganda and the study on internally and externally displaced people across the world, the first meetings with witnesses be held on Monday, December 1, 2025, and Monday, December 8, 2025, respectively.
It was agreed, — That, for the study on the situation of 2SLGBTQ+ people from Uganda and the study on internally and externally displaced people across the world, witness lists be submitted to the clerk of the subcommittee by 3:00 p.m. on Friday, November 7, 2025.
It was agreed, — That, the week of January 26, 2026, the subcommittee resume meetings on its study of the human rights situation in Sudan.
ORDERED, — That the Chair present the report to the Standing Committee on Foreign Affairs and International Development
