The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the motion adopted by the committee on Thursday, September 25, 2025, concerning matters related to the travel plan to Quebec and Ontario during the week of October 14, 2025, related to the study of development of critical minerals in Canada, be rescinded and replaced by the following motion: That, as part of the study on critical minerals, the committee undertake a travel in the fall 2025, to review the Northern Corridor project and phosphate mining projects, and to visit the Port Saguenay facilities and the surrounding rail infrastructure. That the committee, during this visit, meet with the Conférence régionale des préfets, the Promotion Saguenay organization, and any other people the committee deems relevant. That the committee travel to Sudbury that same period to discuss mining projects in Northern Ontario and their transportation needs, and that it meets with any people it deems relevant. And that the clerk of the committee prepare the travel itinerary, including the budget.

It was agreed, — That,in relation to the committee’s study of critical minerals, the motion adopted on Thursday, September 25, 2025, for the travel of the committee to Ontario and Quebec the week of October 14, 2025 be rescinded; and that the order instructing the clerk of the committee to prepare a budget, be discharged.

At 4:01 p.m., the meeting was suspended.

At 4:07 p.m., the meeting resumed in public.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, September 18, 2025, the committee resumed its study of the development of critical minerals in Canada.

It was agreed, — That notwithstanding the routine motions, a second round of questioning of six minutes for each party be added after the first round.

Eric Deasulniers made a statement and answered questions.

A.E. Williams-Jones made a statement and answered questions.

Carl Laberge made a statement and answered questions.

At 4:22 p.m., the meeting was suspended.

At 4:23 p.m., the meeting resumed.

Questioning of the witnesses resumed.

At 5:46 p.m., the committee adjourned to the call of the Chair.
