Pursuant to Standing Order 108(3)(a)(vi) and the motion adopted by the committee on Thursday, October 23, 2025, the committee commenced its study on the challenges regarding special ballot voting.

Timothy Veale and Daniel Scuka made statements and answered questions.

At 12:04 p.m., the meeting was suspended.

At 12:11 p.m., the meeting resumed in camera.

Pursuant to Standing Order 108(3)(a)(viii) and the motion adopted by the committee on Tuesday, September 23, 2025, the committee resumed its study on the forms and procedural and interpretative guidelines from the Conflict of Interest and Ethics Commissioner.

The committee proceeded to give drafting instructions to the analysts for a draft report

At 12:14 p.m., the meeting was suspended.

At 12:21 p.m., the meeting resumed.

It was agreed, — That the evidence received by the committee at its meeting of Thursday, October 30, 2025, relating to forms and procedural and interpretative guidelines from the Conflict of Interest and Ethics Commissioner, starting with Grant Jackson’s intervention beginning with “I think part of the discussion(…)” on page 19 of the in camera transcripts to Grant Jackson’s intervention which ends with “I’m sure colleagues will as well” on page 20 of the in camera transcripts, be made public under the condition that the Commissioner be advised and consent to the publication of his testimony.

At 12:36 p.m., the committee adjourned to the call of the Chair.
