At 11:10 a.m., the meeting was suspended.
At 11:18 a.m., the meeting resumed.
At 11:43 a.m., the meeting was suspended.
At 11:51 a.m., the meeting resumed.
It was agreed, — That, pursuant to Standing Order 108(3)(a), the committee undertake a study with respect to members’ cybersecurity and foreign interference activities directed at parliamentarians, provided that:
(a) the evidence and documentation received by the committee, during the first session of the 44th Parliament in relation to its study on the question of privilege related to cyber attacks targeting members of Parliament, be taken into consideration;
(b) as part of this study, undertake a review of the responses of government departments and agencies to the order for the production of documents, adopted by the committee, in the first Session of the 44th Parliament, on Tuesday, May 21, 2024, with the following witnesses invited to appear:
(i) officials from the House of Commons administration;
(ii )officials from the Communications Security Establishment;
(iii) officials from the Canadian Security Intelligence Service; and
(iv) such other witnesses as the committee considers appropriate;
(c) parties be directed to provide the names of witnesses to appear during this study or for the review referred to in paragraph (b) to the clerk of the committee by a deadline to be fixed by the committee;
(d) the committee hold a minimum of two meetings on this study, including those as part of the review referred to in paragraph (b) and that;
(e) the committee report its findings and recommendations to the House.
At 11:55 a.m., the meeting was suspended.
At 12:02 p.m., the meeting resumed.
It was agreed, — That, notwithstanding the routine motion concerning in camera meetings, staff from the Office of the Conflict of Interest and Ethics Commissioner be allowed to be present during today’s meeting.
Konrad Winrich von Finckenstein made a statement and, with Lyne Robinson-Dalpé and Michael Aquilino, answered questions.
At 12:47 p.m., the committee adjourned to the call of the Chair.
