Pursuant to Standing Order 108(3)(g) and the motion adopted by the committee on Monday, March 23, 2026, the committee commenced consideration of the report on the Modernizing the Pay System, of the 2026 Spring Reports of the Auditor General of Canada.

Karen Hogan, Arianne Reza and Jacqueline Bogden made statements and, with the other witnesses, answered questions.

At 6:17 p.m., the meeting was suspended.

At 6:21 p.m., the meeting resumed.

Motion

Kristina Tesser Derksen moved, — That the committee invite Cliff Groen, Associate Deputy Minister, and senior officials from the Department of Employment and Social Development, from Treasury Board Secretariat, and from the Ministry of Government Transformation, Public Works and Procurement, for a period of two hours to answer parliamentarians' questions on the management of benefits payment modernization and its impact.

Debate arose thereon.

Amendment

Sébastien Lemire moved, — That the motion be amended by adding after the words “Associate Deputy Minister” the following: “John Ostrander, former Technical Lead, Benefits Delivery Modernization”.

The motion, as amended, read as follows:

That the committee invite Cliff Groen, Associate Deputy Minister, John Ostrander, former Technical Lead, Benefits Delivery Modernization and senior officials from the Department of Employment and Social Development, from Treasury Board Secretariat, from the Ministry of Government Transformation, Public Works and Procurement, for a period of two hours to answer parliamentarians' questions on the management of benefits payment modernization and its impact.

Motion

Sébastien Lemire moved, — That the committee resume debate on the motion, as amended, moved on Monday, April 27, 2026.

The question was put on the motion and it was negatived on the following recorded division:

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That, in relation to the Commonwealth Association of Public Accounts Committees conference, the proposed budget in the amount of $31,914.68, for the committee’s travel to Port of Spain, Trinidad and Tobago, from June 7 to 11, 2026, be adopted.

At 6:48 p.m., the committee adjourned to the call of the Chair.
