Pursuant to Standing Order 108(3)(c) and the motion adopted by the committee on Thursday, February 12, 2026, the committee resumed its study of the comprehensive expenditure review.

Darren Steinley, Jocelyn Velestuk, Daryl Fransoo, Darcey Pawlik and Lori Oatway made statements and answered questions.

At 3:59 p.m., the meeting was suspended.

At 4:00 p.m., the meeting resumed.

Questioning of the witnesses resumed.

Motion

Marie-Hélène Gaudreau moved, — That, with regard to the study on the comprehensive expenditure review, the committee hold at least four additional meetings of hearings on the impacts of the cuts to the public service, paying particular attention to the loss of expertise, the increased use of outsourcing and the effects of these cuts on taxpayers and on the retention of internal expertise within the public service; that the committee report its findings and recommendations to the House; and that, pursuant to Standing Order 109, the government table a comprehensive response to the report.

Debate arose thereon.

At 4:53 p.m., the meeting was suspended.

At 4:58 p.m., the meeting resumed.

Amendment

Iqra Khalid moved, — That the motion be amended by replacing the words “at least” with the words “at most” and by deleting the words ''loss of expertise,'' and the words ''and the effects of these cuts on taxpayers''.

It was agreed, — That the main motion, as amended by Ms. Khalid’s amendment, be adopted.

The motion, as amended, read as follows:

That, with regard to the study on the comprehensive expenditure review, the committee hold at most four additional meetings on the impacts of the cuts to the public service, paying particular attention to the increased use of outsourcing and the retention of internal expertise within the public service; that the committee report its findings and recommendations to the House; and that, pursuant to Standing Order 109, the government table a comprehensive response to the report.

It was agreed, — That the parties be able to submit further suggested witnesses for the study on the comprehensive expenditure review, provided that they do so no later than Thursday, April 2, 2026, at noon.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the proposed budget in the amount of $500, for the study of the subject matter of the Supplementary Estimates (C) 2025-26, be adopted.

It was agreed, — That the Minister of Government Transformation, Public Works and Procurement be invited to appear for the upcoming consideration of the Main Estimates 2026–2027.

At 5:08 p.m., the committee adjourned to the call of the Chair.
