Pursuant to the order of reference of Friday, October 10, 2025, and the motion adopted by the committee on Thursday, October 23, 2025, the committee resumed consideration of Bill C-11, An Act to amend the National Defence Act and other Acts.

Marie Deschamps made a statement and answered questions.

Motion

Simon-Pierre Savard-Tremblay moved, — That the committee consider it important that, in matters of sexual misconduct within the Armed Forces, victims have access to a specialized tribunal, and deplore that Bill C-11 does not provide for the establishment of such a tribunal; and that the committee report this to the House at the earliest opportunity once this motion is adopted.

Debate arose thereon.

Amendment

Sherry Romanado moved, — That the motion be amended by replacing the words “deplore that Bill C-11 does not provide for the establishment of such a tribunal; and that the committee report this to the House at the earliest opportunity once this motion is adopted” with the following: "’that the committee study this possible model as soon as possible".

Debate arose thereon.
