Pursuant to the order of reference of Friday, October 10, 2025, and the motion adopted by the committee on Thursday, October 23, 2025, the committee resumed consideration of Bill C-11, An Act to amend the National Defence Act and other Acts.

Paula MacDonald, Elvira Jaszberenyi, Heather Vanderveer and Rachelle Smith made statements and answered questions.

At 10:06 a.m., the meeting was suspended.

At 10:10 a.m., the meeting resumed.

The committee proceeded to the consideration of matters related to committee business.

Motion

James Bezan moved, — That the committee invite the Minister of National Defence to appear for one hour on the defence and NATO spending implications of Budget 2025 and one hour on the Supplementary Estimates (B) prior to December 5th, 2025.

Debate arose thereon.

Amendment

Sherry Romanado moved, — That the motion be amended by :

Replacing the words “for one hour on the defence and NATO spending implications of Budget 2025 and’’ with the following: "on both the budget and the Supplementary Estimates (B) for"

By adding after the words “one hour” the following: "with officials, and that officials remain for the second hour, ”

By deleting the words “on the Supplementary Estimates (B)”.

Debate arose thereon.

Subamendment

Simon-Pierre Savard-Tremblay moved, — That the amendment be amended by:

Deleting the words “on both the budget and the Supplementary Estimates (B) ”

By replacing the words “with officials, and that officials remain for the second hour,” with the following: "the Supplementary Estimates (B) before December 5, 2025, and for one hour to discuss the impact of Budget 2025 on defence and NATO-related spending".

Debate arose thereon.

After debate, the question was put on the subamendment of Simon-Pierre Savard-Tremblay and it was agreed to.

After debate, the question was put on the amendment of Sherry Romanado, as amended, and it was agreed to.

The motion, as amended, read as follows:

That the Committee invite the Minister of National Defence to appear for one hour to discuss the Supplementary Estimates (B) before December 5, 2025, and for one hour to discuss the impact of Budget 2025 on defence and NATO-related spending.

Cheryl Gallant moved, — That the committee invite the Parliamentary Budget Officer to appear for no less than two hours to discuss their new report titled Planned Capital Spending under Canada’s Defence Policy: 2025 Update.

The committee resumed consideration of the motion of Cheryl Gallant moved on Thursday, November 20, 2025 which read as follows:

That the committee invite the Parliamentary Budget Officer to appear for no less than two hours to discuss their new report titled Planned Capital Spending under Canada’s Defence Policy: 2025 Update.

Tim Watchorn moved, — That the motion be amended by replacing the words "for no less than two hours” with the following: "for one hour".
