Pursuant to Standing Order 108(3)(f) and the order of reference of Tuesday, December 9, 2025, the committee resumed consideration of the Official Languages (advancement of equality of status and use of English and French) regulations.

Nour Enayeh and Martin Normand made statements, and with Soukaina Boutiyed answered questions.

Motion

Giovanna Mingarelli moved, —

That the committee resume consideration of the motion of Guillaume Deschênes-Thériault moved on Tuesday, December 2, 2025, which read as follows:

That, pursuant to standing order 108(3)(f), the committee undertake a study on the integration and the acceptance of Francoqueers within the Canadian Francophonie;

That the committee invite witnesses with specific knowledge about the activities of Francoqueers, including organizations that represent them as well as francophone associations from each province outside of Quebec and any intervener touched by this motion;

That the committee report its findings to the House; That, pursuant to standing order 109, the government present a comprehensive response to the study;

And that the committee allocate a maximum of three meetings to this study.

The question was put on the motion and it was agreed to on the following recorded division:

YEAS: Mario Beaulieu, Madeleine Chenette, Marc Dalton, Guillaume Deschênes-Thériault, Dalwinder Gill, Joël Godin, Mike Lake, Giovanna Mingarelli, Louis Villeneuve — 9;

NAYS: — 0.

Amendment

Mario Beaulieu moved, — That the motion be amended by replacing the words “Francoqueers” with the words “2SLGBTQI+ persons”.

Debate arose thereon.

At 5:07 p.m., the meeting was suspended.

At 5:17 p.m., the meeting resumed.

Joël Godin moved, — That the debate be now adjourned.

Pursuant to Standing Order 108(3)(f) and the order of reference of Wednesday, November 26, 2025, the committee resumed consideration of the proposed Official Languages administrative monetary penalties regulations.

The committee commenced consideration of a draft report.

At 5:31 p.m., the committee adjourned to the call of the Chair.
