Jeanette Patell made a statement and answered questions.

On motion of Dominique O'Rourke, it was agreed, — Given that

• A number of witnesses appearing before the Standing Committee on Industry and Technology, during both the Productivity and Defence Industrial Strategy studies, identified opportunities for supports and policies for medium-sized Canadian businesses (between 100 and 500 employees) and annual revenues between$10 million to $1 billion) and for companies at a Business Readiness Level (BRL) or Technology Readiness Level (TRL) in the 4-6 range.
• A number of witnesses appearing before the Standing Committee on Industry and Technology, during both the Productivity and Defence Industrial Strategy studies, indicated there is a need for greater segmentation in order to accurately identify productivity by sector and/or size of business, as well as key drivers and impediments.
• There is a gap in research funding to support applied research that focusses on Technology Readiness Levels 4-6. 
• There is a labour shortage and opportunities to support medium sized Canadian businesses gain access to the kinds of highly skilled workers they need.
• Canada wants a business ecosystem where businesses of all sizes have access to capital and to labour; where they can grow, scale, stay and thrive. 

That, pursuant to Standing Order 108(2), the committee undertake a study on available programs for organizations in the 4-6 TRL and BRL levels and to medium-size business; invite witnesses to identify gaps, provide insights and propose improvements to enable Canadian organizations to maximize their growth potential and productivity. That the study be no less than four (4) meetings.

That the committee report its findings and recommendations to the House; and that, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.
