Pursuant to Standing Order 108(2) and the motion adopted by the committee on Monday, September 22, 2025, the committee resumed its study of a defence industrial strategy.

Christian Leuprecht, Ben Hendriksen and Katheron Intson made statements and, with Stephen Van Dine, answered questions.

At 5:37 p.m., the meeting was suspended.

At 5:44 p.m., the meeting resumed.

 Philippe Lagassé, Richard Shimooka and Kevin Reed made statements and answered questions.

On motion of Raquel Dancho, it was agreed, — That, notwithstanding the usual practices of the committee concerning access to and distribution of documents,

  1. up to three associate members of the committee per party be authorized to receive the notices of meetings and notices of motion and be granted access to the digital binder;
  2. that the associate members be designated by the offices of the whips of each recognized party and sent to the committee clerk; and
  3. that the provisions of this motion expire as of January 26, 2026 unless otherwise ordered.

It was agreed, — That the committee invite Doug Guzman, CEO of the Defence Investment Agency, to appear as a witness for one hour, as part of the committee’s ongoing study on Canada’s Defence Industrial Strategy.

At 6:46 p.m., the committee adjourned to the call of the Chair.
