Pursuant to the order of reference of Monday, February 9, 2026, the committee resumed consideration of Bill C-10, An Act respecting the Commissioner for Modern Treaty Implementation.

David V. Wright, Paul John Murdoch and Duane Gastant' Aucoin made statements and answered questions.

At 9:18 a.m., the meeting was suspended.

At 9:24 a.m., the meeting resumed.

Justine Gilbert answered questions.

The committee commenced its clause-by-clause study of the Bill.

Pursuant to Standing Order 75(1), consideration of Clause 1 (short title) and of the Preamble was postponed.

The Chair called Clause 2.

By unanimous consent, Clauses 2 to 10 inclusive carried on division severally.

ORDERED, — That the Chair report the Bill to the House on division.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the committee establish a limit of ten pages for all briefs submitted to the committee.

It was agreed, — That, notwithstanding the usual practices of the committee concerning access to and distribution of documents,

a) up to three associate members of the committee per party be authorized to receive the notices of meetings and notices of motion and be granted access to the digital binder;

b) that the associate members be designated by the offices of the whips of each recognized party and sent to the committee clerk; and

c) that the provisions of this motion expire as of September 25, 2026, unless otherwise ordered.

At 9:51 a.m., the committee adjourned to the call of the Chair.
