The committee proceeded to give drafting instructions to the analysts for a draft report.
It was agreed, — That, in relation to the study on Indigenous policing and public safety, the analysts and the clerk, in consultation with the Chair, prepare a news release for publication on the committee’s website, inviting the public to submit written briefs no later than Friday, January 23, 2026, at 11:59 p.m.
At 4:22 p.m., the meeting was suspended.
At 4:24 p.m., the meeting resumed.
It was agreed, — That the committee undertake a review of the key findings, recommendations, and themes originating from the Permanent Forum Session Report of the United Nations Permanent Forum on Indigenous Issues (UNPFII), and that the committee allocate at least one meeting to this topic each calendar year, following the tabling of the official report from the United Nations Permanent Forum on Indigenous Issues (UNPFII).
It was agreed, — That, pursuant to Standing Order 108(2), the committee undertake a study of affordability challenges in Northern Canada, with a focus on the rising costs of heating, food, housing, and transportation, provided that no fewer than five meetings be dedicated for the purposes of this study, that the Minister of Northern and Arctic Affairs be invited to appear for no less than two hours in relation to this study, that the committee’s report include recommendations to the government to improve affordability in Northern and Arctic communities, and that the committee request a comprehensive government response to the report pursuant to Standing Order 109.
It was agreed, — That, pursuant to Standing Order 108(2), the committee undertake a study on the impacts of Indian Act membership, Sections 6(1) and 6(2), also known as the 2nd Generation Cut Off; that the study examine the impacts of the non-stated paternity policy, and the gradual decrease of Status Indians in some First Nations bands; that the study also examine possible solutions and amendments to the Indian Act, that would be consistent with Article 33 of the United Nations Declaration on the Rights of Indigenous peoples, that affirms Indigenous people have the right to determine their own identity or membership, in accordance with their customs and traditions; that the study dedicate eight meetings, and that all meetings for this study be televised or webcast; that the committee report its findings and recommendations to the House; and that, pursuant to Standing Order 109, the committee request that the Government table a comprehensive response to the report.
