Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, February 5, 2026, the committee commenced its study of housing starts in relation to federal programs.

Kevin Lee and Mike Moffatt made statements and answered questions.

At 4:00 p.m., Robert Morrissey took the Chair.

Questioning of the witnesses resumed.

It was agreed, — That the proposed budget in the amount of $18,750, for the study of housing starts in relation to federal programs, be adopted.

At 5:00 p.m., the meeting was suspended.

At 5:06 p.m., the meeting resumed in camera.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, September 18, 2025, the committee resumed its study of youth employment in Canada.

It was agreed, — That dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, no later than 4:00 p.m. on Friday, May 15, 2026.

ORDERED, — That the Chair present the report to the House.

ORDERED, — That the clerk of the committee make the necessary arrangements for a press conference to be held after the presentation of the committee's report to the House on youth employment in Canada; and that the committee be represented by the Chair and a representative from each party.

The committee proceeded to the consideration of matters related to committee business.

ORDERED, — That the clerk and analysts of the committee, in consultation with the Chair, prepare a news release to announce the committee's study of housing starts in relation to federal programs and to invite the public to submit briefs in relation to the study by no later than Tuesday, June 9, 2026.

At 5:19 p.m., the meeting was suspended.

At 5:27 p.m., the meeting resumed.

It was agreed, — That, pursuant to Standing Order 108(2), and the motion adopted by the committee on Thursday, April 23, 2026, the committee undertake a study on homelessness in Canada, including a review of the Reaching Home program, with a view to examining its effectiveness and identifying gaps and opportunities for improvement in federal approaches to addressing homelessness; that the study consider key factors contributing to homelessness, including housing affordability and the need for supportive housing, substance abuse, access to treatment and recovery services, and available supports; that the committee invite the Minister of Housing and Infrastructure, community organizations, and other relevant stakeholders; that the committee hold a minimum of four meetings; that the committee report its findings and recommendations to the House; and that, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

It was agreed, — That, in relation to the study of homelessness in Canada, members of the committee submit their witness lists to the clerk of the committee no later than Wednesday, May 20, 2026, at 4:00 p.m.

ORDERED, — That the clerk and analysts of the committee, in consultation with the Chair, prepare a news release to announce the committee's study of homelessness in Canada and to invite the public to submit briefs in relation to the study by no later than Friday, June 19, 2026.

At 5:42 p.m., the committee adjourned to the call of the Chair.
