Pursuant to the order of reference of Friday, March 13, 2026, the committee resumed consideration of Bill C-20, An Act respecting the establishment of Build Canada Homes.

A question of privilege was raised by Rosemarie Falk stating that her privilege as a member was breached when the Chair changed the agenda for the meeting of Monday, April 13, 2026, contrary to the decision made by the committee on Monday, March 23, 2026.

RULING BY THE CHAIR

The Chair ruled that the question raised does not relate to privilege.

At 8:24 a.m., the meeting was suspended.

At 8:32 a.m., the meeting resumed.

Whereupon, Rosemarie Falk appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:

YEAS: Caroline Desrochers, Jessica Fancy, Natilien Joseph, Annie Koutrakis, Andréanne Larouche — 5;

It was agreed, — That the proposed budget in the amount of $23,450, for the study of Bill C-20, An Act respecting the establishment of Build Canada Homes, be adopted.

Pursuant to the order of reference of Wednesday, February 4, 2026, and the motion adopted by the committee on Monday, January 26, 2026, the committee resumed consideration of Bill C-222, An Act to amend the Employment Insurance Act and the Canada Labour Code (death of a child).

The witnesses answered questions.

The committee commenced its clause-by-clause study of the Bill.

Pursuant to Standing Order 75(1), consideration of Clause 1 (short title) was postponed.

The Chair called Clause 2.

On new Clause 1.1,

Annie Koutrakis moved, — That Bill C-222 be amended by adding after the heading “Employment Insurance Act” after line 5 on page 1 the following:

“Amendments to the Act

1.1 Section 10 of the Employment Insurance Act is amended by adding the following after subsection (13.01):

(13.011) If the child or children referred to in subsection 23(1) die during the period referred to in subsection 23(2), or any extension of it, the benefit period is extended by the number of weeks that is necessary to give effect to paragraph 23(2.1)(a).”

By unanimous consent, the amendment was withdrawn.

At 10:45 a.m., the meeting was suspended.

Clause 2 carried.

On new Clause 2.1,

Annie Koutrakis moved, — That Bill C-222 be amended by adding after line 21 on page 1 the following:

“2.1 Section 54 of the Act is amended by adding the following after paragraph (y):

(y.1) respecting the provision of information to the Commission in relation to subsections 23(2.1) and (2.11) and 152.05(2.1) and (2.11);”

By unanimous consent, the amendment was withdrawn.

On new Clause 6,

Annie Koutrakis moved, — That Bill C-222 be amended by adding after line 31 on page 2 the following:

“Amendment to the Act

6 (1) Subsection 210(1.01) of the Canada Labour Code is replaced by the following:

(1.01) Subject to subsection (1.011), every employee is entitled to and shall be granted, in the event of the death of a child of the employee or the death of a child of their spouse or common-law partner, a leave of absence from employment of up to 10 weeks that may be taken during the period that begins on the day on which the death occurs and ends 12 weeks after the latest of the days on which any funeral, burial or memorial service of the child occurs.

(1.011) Every employee is entitled to and shall be granted, in the event of the death of a child of the employee that occurs while the employee is on, or is entitled to be on, leave under section 206 in respect of that child, a leave of absence from employment of up to 10 weeks that may be taken during the period that begins on the day on which the death occurs and ends on the later of

(a) 12 weeks after the latest of the days on which any funeral, burial or memorial service of the child occurs; and

(b) 12 weeks after the end of the leave under section 206.

(2) The portion of subsection 210(1.02) of the Act before paragraph (a) is replaced by the following:

(1.02) In subsections (1.01) and (1.011), “child” means”

After debate, the question was put on the amendment of Annie Koutrakis and it was agreed to.

On new Clause 7,

Annie Koutrakis moved, — That Bill C-222 be amended by adding after line 31 on page 2 the following:

“Transitional Provision

7 (1) Section 210 of the Canada Labour Code, as amended by section 6, applies to an employee if, on the day on which section 6 comes into force,

(a) the period during which the employee is entitled to take leave under subsection 210(1.01) of that Act, as it read immediately before section 6 comes into force, has not ended; or

(b) the employee is on, or entitled to be on, leave under section 206 of that Act.

(2) For the purposes of subsection (1), an employee who has taken two periods of leave under subsection 210(1.2) of the Canada Labour Code before the day on which section 6 comes into force may, despite that subsection, take one additional period of leave.”

The question was put on the amendment of Annie Koutrakis and it was agreed to.

On new Clause 8,

Annie Koutrakis moved, — That Bill C-222 be amended by adding after line 31 on page 2 the following:

“Coming into Force

8 This Act, other than section 3.3, comes into force on the first Sunday after the day that is six months after the day on which this Act receives royal assent or on an earlier day to be fixed by order of the Governor in Council.”

After debate, the question was put on the amendment of Annie Koutrakis and it was agreed to on division.

Clause 1, Short Title, carried.

The Title carried.

The Bill, as amended, was adopted.

ORDERED, — That the Chair report the Bill, as amended, to the House.

ORDERED, — That Bill C-222, as amended, be reprinted for the use of the House of Commons at report stage.
