Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, September 16, 2025, the committee resumed its study of workers in the seasonal industry and the Employment Insurance program.

The committee commenced consideration of a draft report.

It was agreed, — That the committee proceed to sit in public.

At 8:22 a.m., the meeting was suspended.

At 8:29 a.m., the meeting resumed in public.

Motion

Andréanne Larouche moved, —

That the committee invite the following individuals to testify for two hours each:

  1. Ms. Patty Hajdu, Minister of Employment and Families, accompanied by officials;
  2. Mr. Joël Lightbound, Minister of Government Transformation, Public Works, and Procurement;

To answer the committee’s questions about the Curàm software with the goal of developing a rapid and effective action plan to resolve problems in the processing of the Old Age Security (OAS) benefit claims and to provide an update on past and future cost overruns; and that the ministers testify no later than February 26, 2026.

At 8:32 a.m., the meeting was suspended.

At 8:41 a.m., the meeting was suspended.

At 8:43 a.m., the meeting resumed.

On motion of Annie Koutrakis, it was agreed, — That the motion be amended by replacing the words “February 26, 2026” with the words “March 12, 2026”.

The committee resumed consideration of the motion of Andréanne Larouche, as amended.

The debate continued.

Amendment

Caroline Desrochers moved, — That the motion be amended by replacing the words “two hours” with the words “one hour”.

By unanimous consent, the amendment was withdrawn.

After debate, the question was put on the motion, as amended, and it was agreed to on the following recorded division:

Motion

Rosemarie Falk moved, — That, pursuant to Standing Order 108(2)(a), the committee undertake a study of at least six meetings on housing starts in relation to federal programs in Canada; that the committee invite the Minister of Housing and the President and Chief Executive Officer of Canada Mortgage and Housing Corporation to appear separately for at least two hours each; that the committee invite other witnesses selected by its members to appear; and that the committee report its findings and recommendations to the House.

Debate arose thereon.

Amendment

Caroline Desrochers moved, — That the motion be amended by replacing the words “at least six meetings” with the words “no less than four meetings” and by adding after the words “that the committee report its findings and recommendations to the House”, the words “and that Pursuant to Standing Order 109, the government table a comprehensive response to the report.”.

By unanimous consent, the amendment was withdrawn.

The committee resumed consideration of the motion of Rosemarie Falk.

On motion of Caroline Desrochers, it was agreed, — That the motion be amended by adding after the words “that the committee report its findings and recommendations to the House”, the words “and that Pursuant to Standing Order 109, the government table a comprehensive response to the report.”.

After debate, the question was put on the motion, as amended, and it was agreed to.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Monday, January 26, 2026, the committee resumed its study of subject matter of clause 571 (Division 34), clauses 573 to 575 (Division 36), and clause 599 (Division 44) of Bill C-15, An Act to implement certain provisions of the budget tabled in Parliament on November 4, 2025.

The Minister made a statement and, with Paul Thompson, answered questions.

At 10:23 a.m., the committee adjourned to the call of the Chair.
