The committee proceeded to the consideration of matters related to committee business.

Motion

Annie Koutrakis moved, —

That the committee undertake a subject-matter study of Bill C-15, specifically clause 571 (Division 34), clauses 573 to 575 (Division 36), and clause 599 (Division 44); and that the committee invite the following witnesses:

  • the Minister of Housing and Infrastructure for one hour,
  • the Minister of Jobs and Families for one hour,
  • the Auditor General and Ana Bailão, each for one hour,
  • any other witnesses the committee deems relevant; and

That the committee forward any recommendations or suggested amendments arising from this study to the Standing Committee on Finance no later than Thursday, February 27, 2026.

    Debate arose thereon.

    At 3:40 p.m., the meeting resumed.

    On motion of Garnett Genuis, it was agreed, — That the motion be amended by adding after the words “and any other witnesses the committee deems relevant; ” the following: “That members of the committee submit their witness lists to the clerk by the committee’s next meeting on Monday, February 2, 2026; and,”.

    After debate, the question was put on the motion, as amended, and it was agreed to.

    The motion, as amended, read as follows:

    That the committee undertake a subject-matter study of Bill C-15, specifically clause 571 (Division 34), clauses 573 to 575 (Division 36), and clause 599 (Division 44); and that the committee invite the following witnesses:

    • the Minister of Housing and Infrastructure for one hour,
    • the Minister of Jobs and Families for one hour,
    • the Auditor General and Ana Bailão, each for one hour,
    • any other witnesses the committee deems relevant; and

    That members of the committee submit their witness lists to the clerk by the committee’s next meeting; and,

    That the committee forward any recommendations or suggested amendments arising from this study to the Standing Committee on Finance no later than Thursday, February 27, 2026.

      Pursuant to Standing Order 108(2) [and the motion adopted by the committee on Monday, January 26, 2026, the committee commenced its study of subject matter of clause 571 (Division 34), clauses 573 to 575 (Division 36), and clause 599 (Division 44) of Bill C-15, An Act to implement certain provisions of the budget tabled in Parliament on November 4, 2025.

      The Minister made a statement and answered questions.

      At 4:36 p.m., the meeting was suspended.

      At 4:42 p.m., the meeting resumed in camera.

      The committee proceeded to the consideration of matters related to committee business.

      It was agreed, — That in relation to the study on the subject matter of Bill C-15, the committee hold up to three meetings with additional witnesses.

      It was agreed, — That the committee undertake a study on Bill C-222, An Act to amend the Employment Insurance Act and the Canada Labour Code (death of a child) once it has been referred to the committee.

      It was agreed, — That in relation to the study on Bill C-222, the members of the committee submit their witness lists to the clerk no later than Thursday, February 5, 2026.

      It was agreed, — That, in relation to the study of youth employment in Canada, the proposed budget in the amount of $342,861.81, for the committee’s travel to Berlin, Munich and Strasbourg in May 2026, be adopted.

      Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, September 16, 2025, the committee commenced its study of compensation disparities between unionized and non-unionized workers in Canada.

      The committee commenced consideration of a draft report.

      It was agreed, — That the draft report be adopted.

      It was agreed, — That the report be entitled: "Compensation Disparities Between Unionized and Non-Unionized Workers in Canada".

      It was agreed, — That the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

      It was agreed, — That dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, not later than Thursday, February 5, 2026.

      ORDERED, — That the Chair present the report to the House.

      Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, September 16, 2025, the committee commenced its study of Canada without barriers by 2040.

      The committee commenced consideration of a draft report.

      It was agreed, — That the draft report be adopted.

      It was agreed, — That the report be entitled: "Canada Without Barriers by 2040".

      It was agreed, — That the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

      It was agreed, — That dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, not later than Thursday, February 5, 2026.

      ORDERED, — That the Chair present the report to the House.

      Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, September 16, 2025, the committee resumed its study of advancements in home building technologies.

      The committee commenced consideration of a draft report.

      It was agreed, — That the draft report be adopted.

      It was agreed, — That the report be entitled: "Advancements in Home Building Technologies".

      It was agreed, — That the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

      It was agreed, — That dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, not later than Thursday, February 5, 2026.

      ORDERED, — That the clerk and analysts of the committee, in consultation with the Chair, prepare a news release covering the presentation of the following three reports to the House: Advancements in Home Building Technologies, Canada Without Barriers by 2040, and Compensation Disparities Between Unionized and Non-Unionized Workers in Canada, for publication on the committee’s website and for distribution upon their presentation to the House.

      At 5:22 p.m., the committee adjourned to the call of the Chair.
