Pursuant to Standing Order 108(2) and the motion adopted by the committee on Monday, February 9, 2026, the committee resumed its study on Atlantic mackerel and Atlantic herring fisheries.

The committee proceeded to give drafting instructions to the analysts for a draft letter.

It was agreed, — That the analysts be instructed to draft a letter to the Minister of Fisheries, with regards to the committee’s study of Atlantic Mackerel and Atlantic Herring Fisheries, outlining the committee’s findings and recommendations, and asking for a response to this letter.

ORDERED, — That the analysts, in consultation with the Chair and the two Vice-Chairs, prepare a letter to outline the committee’s findings and recommendations to the Minister of Fisheries, regarding the committee’s study of Atlantic Mackerel and Atlantic Herring Fisheries.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, June 17, 2025, the committee resumed the review of the Fisheries Act.

The committee resumed consideration of a draft report.

It was agreed, — That the proposed supplementary budget in the amount of $1,600, for the study of the review of the Fisheries Act, be adopted.

At 5:20 p.m., the meeting was suspended.

At 5:22 p.m., the meeting resumed.

The committee proceeded to the consideration of matters related to committee business.

The committee commenced consideration of a draft work plan for May and June 2026.

It was agreed, — That the committee begin its study of Atlantic salmon populations, and hold a first meeting with witnesses before the summer recess.

At 5:53 p.m., the meeting was suspended.

At 5:57 p.m., the meeting resumed in public.

Motion

Alexis Deschênes moved, — That,

(a) the committee undertake a study on the development of the seal industry in the Gulf of St. Lawrence and the Maritimes;

(b) the study specifically address:

(i) the modernization of regulations,

(ii) measures to foster the emergence of a new generation of hunters,

(iii) initiatives to improve social acceptability,

(iv) measures to be implemented to develop the seal hunting industry;

(c) the committee invite representatives from Fisheries and Oceans Canada, the Canadian Food Inspection Agency, seal hunters’ associations, hunters, representatives of coastal and Indigenous communities, and marine biologists to appear;

(d) the committee devote a minimum of three meetings to this study;

(e) the committee report its findings and recommendations to the House; and

(f) pursuant to Standing Order 109, the committee request that the government table a comprehensive response to its report.

Debate arose thereon.

Amendment

Clifford Small moved, — That the motion be amended,

(a) in paragraph (a), by replacing all the words after “development of” with the words “seal and other pinniped industries in the Gulf of the St. Lawrence and the Atlantic, Pacific, and Northern Regions;”; (b) in subparagraph

(b)(ii), by replacing the word “hunters” with the word “harvesters”;

(c) in subparagraph (b)(iv), by replacing the words “hunting industry” with the words “and pinniped harvesting industries”;

(d) in paragraph (c), by replacing the words “hunters’ associations, hunters” with the words “and pinniped harvesters’ associations, harvesters”; and

(e) by adding, after paragraph (d), a new paragraph as follows: “(e) one hour is dedicated to reviewing the progress made on the recommendations from the committee’s December 2023 Report No. 12, Ecosystem Impacts and Management of Pinniped Populations.”.

The question was put on the amendment of Clifford Small, as amended, and it was agreed to, by a show of hands: YEAS: 11; NAYS: 0.

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 11; NAYS: 0.

The motion, as amended, reads as follows:

That,

(a) the committee undertake a study on the development of seal and other pinniped industries in the Gulf of the St. Lawrence and the Atlantic, Pacific, and Northern Regions;

(b) the study specifically address:

(i) the modernization of regulations,

(ii) measures to foster the emergence of a new generation of harvesters,
