Pursuant to Standing Order 108(2) and the motion adopted by the committee on Tuesday, June 17, 2025, the committee resumed the review of the Fisheries Act.

Bruce Chapman, Melanie Sonnenberg, Martin Mallet and Colin Sproul made statements and, with Carl Allen and Nicolas Lapointe, answered questions.

Motion

Alexis Deschênes moved, — That, in light of the information obtained in the course of this study regarding the law enforcement barriers faced by fisheries officers, the committee add at least three additional meetings and invite the following witnesses to answer questions on this matter:

(a) fisheries officers and/or union representatives for fisheries officers;

(b) the Conservation and Protection Directorate of Fisheries and Oceans Canada;

(c) the Deputy Minister of Fisheries and Oceans Canada and her Associate Deputy Minister;

(d) representatives of the Royal Canadian Mounted Police;

(e) the Minister of Justice;

(f) the Deputy Minister of Justice;

(g) retired fisheries officers; and

(h) any other witnesses the committee deems relevant.

Debate arose thereon.

Amendment

Mel Arnold moved, — That the motion be amended by replacing the words “at least three additional meetings” with the words “no more than two additional meetings”.

The question was put on the amendment of Mel Arnold and it was negatived on the following recorded division:

YEAS: Mel Arnold, Aaron Gunn, Tamara Kronis, Clifford Small — 4;

NAYS: Paul Connors, Serge Cormier, Alexis Deschênes, Ernie Klassen, Robert Morrissey — 5.

After debate, the question was put on the motion and it was agreed to.

Questioning of the witnesses resumed.

At 4:42 p.m., the meeting was suspended.

At 4:48 p.m., the meeting resumed.
